Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER FORT JACKSON MATOC CONTRACT NUMBERS W911SE-08-D-0005, W911SE-08-D-0006, AND W911SE-08-D-0008. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Work Phase 1 Demolition 1a: Remove all kitchen apparatus from kitchen area, including two each built in freezers. All equipment shall be turned in to DRMO for salvage. Remove all electrical lines including conduit back to switch panels. Remove all drainpipes, cap off and fill holes 6 below surface. Remove all surface mounted piping for water and cap off in wall. Remove all hood and fire suppression systems for stoves and repair ceiling. Remove roll up door and patch wall. Hood Street School Communications Upgrades 1.OUTSIDE PLANT WORK A.Copper Telephone Cable The pick up point for the copper cable is located approximately 1200 feet from the Hood Street School building number 5615. It is located in manhole number MH4530 which is located on the North side of the Education Center building number 4600. David Johnson of MTSI (751-6700) will supply details and the cable number to splice into as well as pair counts. Splice and then extend cable underground by trenching at 48 inch depth to the Hood Street School building. A submersible type splice case will be used. A marker ribbon will be installed along the trenched cable run. Bring in the 200 pair cable through a weather head and into the buildings communication room. Industry standard construction and grounding standards shall be used. Contractor personnel must have a minimum of three (3) years experience in telephone construction and splicing. Inside the new building the cable shall be terminated as follows: Install one 4 x8 x plywood sheet in the communications room; paint with a fire retardant paint. Install a 200 pair protected building entrance terminal with high voltage gas protector modules on the backboard. Terminate the 200 pair cable on the terminal. The cables ground shield will be grounded to the buildings electrical grounding point. Install a 200 pair 110 telephone block. Label the cable count. Install two electrical power outlets 18 AFF on the backboard. All telephone pairs shall be tested with MTSI (Contact David Johnson, MTSI, 751-6700), to ensure there are no problems with connectivity. B. Fiber Optic Cable From the backboard in the communications room in building 5615 the contractor shall install a 24 strand rodent-protected (armored) single mode fiber optic cable through a weatherhead and then direct bury it to a minimum depth of 48 inches to reach the communications manhole MH4530 which is located approximately 1200 feet away on the North side of the Education Center building 4600. A marker ribbon will be installed along the trenched cable run. Inside this manhole the cable will be spliced into the available fiber optic cable. A submersible type splice case will be used. David Johnson of MTSI (751-6700) will supply details as well as the cable number and strand counts. On the equipment rack in the communications room of building 5615 the contractor will install a 24 port single mode fiber optic patch panel and all 24 strands of the single mode fiber optic cable will be polished and ST type connectors installed and connected to the fiber optic patch panel. The cables ground shield will be grounded to the buildings electrical grounding point. A service loop will be provided on the end of the fiber optic cable and mounted to the backboard. Each of the fiber strands and the patch panel will be labeled. Each fiber strand will be tested in both directions at 1310 nm in accordance with industry standards and a copy of the test results provided to the DOIM. All testing will be coordinated with the DOIM telephone contractor David Johnson (803) 751-6700 2. INSIDE PLANT WORK A. Regular Communications Outlets The contractor shall install inside of the walls 1-inch EMT from an outlet box set in the wall 18 inches above the finished floor up to the ceiling and stubbed out there. There will be a total of 80 dual telephone and data outlets installed in the building. The locations will be supplied by DOIM. Contact telephone number is 803-751-6543. The contractor shall install one gray Cat 6 cable for voice and one blue Cat 6 cable for data in this conduit and run the cables in a home run (no splices) back to the plywood sheet backboard in the communications room. At each outlet box he shall terminate both cables- voice on top and data on the bottom- on a Cat 6 568B standard dual RJ-45 jack. All jacks will be labeled using the format V (for voice) followed by the jack number and D (for data) followed by the jack number. At the communication room he shall install a Cat 6 compliant protected terminal 110 block on the plywood sheet backboard and terminate the voice cables. He shall install a Cat 6 compliant 96 port RJ-45 568B standard patch panel in the communication rack that is located in the communications room and terminate the data cables on the patch panel. All telephone and data outlets, the patch panel ports and the 110 blocks shall be labeled with the room number and the jack number. B.Data Equipment Requirements The contractor shall provide and install a data switch in the new building. The DOIM architecture requires that the following switch be used: Foundry FES960496 port 10/100 Base-TX (RJ-45) plus 2-port 1000 Base-T and 1000 Base-X (mini GBIC) with AC power supply E1MG-LX1000Base LX mini-GBIC optic SMF, LC connector SILVERFES 2 TechNet SILVER support, FastIron Edge 2402 The switch shall be installed in the floor mounted rack located in the communications room. A UPS backup power supply shall be installed in this rack that has an operating time of 1 hour.
