Description
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management have set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB), Solicitation Number RFP VA 101-09-RP-0104 for construction services at the Leavenworth National Cemetery, Leavenworth, Kansas. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and bonding capacity. The SDVOSB contractor shall furnish all labor and materials to completely prepare the site for cemetery operations, including all general construction, demolition, clearing and grubbing, alterations, roads, paving, walks, site furnishings, signage, grading, drainage, mechanical and electrical work, earthwork, landscaping, utility systems, 9,945 pre-placed double-depth concrete crypts, 2,066 In Ground Cremains, 1520 columbaria niches and 428 traditional 5 x 10 gravesites, one committal service shelter, certain other items and remove waste dump material for Facility Rightsizing and Gravesite Development at Leavenworth National Cemetery. The estimated cost for this project is between $10,000,000 and $20,000,000. The approximate Construction Duration will be 520 calendar days. Of that 520 days, the contractor must complete an early turnover of Section 59, "In-Ground Cremains" Grave sites within 180 days from the Notice to Proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about June 30, 2009. By registering at FedBizOpps http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR, have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-proposal conference will be held on July 9, 2009, at 9:00 AM Central time at the Leavenworth National Cemetery and Leavenworth VA Medical Center, Building 54 (located near the medical center water tower), 150 Muncie Road, Leavenworth, Kansas 66048. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions to the Contracting Officer but not later than July 13, 2009, at 4:30 pm Eastern time. The government will respond to all questions not later than July 16, 2009, via an amendment. IN THE SUBJECT LINE OF ANY E-MAIL SENT IDENTIFY: Leavenworth National Cemetery VA-101-09-RP-0104. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals are due to the Contracting Officer by 2:00 PM EST on July 30, 2009.
