- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HC1047-09-R-4001, is issued as a request for proposal (RFP). This is a sole source requirement in accordance with FAR 6.302-1 to OPNET Technologies, Inc. Only one responsible source and no other supplies or services will satisfy agency requirements. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The NAICS code for this requirement is 541511, Custom Computer Programming Services, small business size $25,000,000.00. The Small Business Competitiveness Demonstration Program is not applicable. This RFP has the following line items: Base Year: 1) Labor (FFP); 2) ODC/Travel; 3) Device Development (FFP) & 4) JCSS Support (FFP). 365 days ARO. Option Year 1: 1) Labor (FFP); 2) ODC/Travel; 3) JCSS Support (FFP). 365 days after the previous contract year. Option Year 2: 1) Labor (FFP); 2) ODC/Travel; 3) JCSS Support (FFP). 365 days after the previous contract year. Option Year 3: 1) Labor (FFP); 2) ODC/Travel; 3) JCSS Support (FFP). 365 days after the previous contract year. Option Year 4: 1) Labor (FFP); 2) ODC/Travel; 3) JCSS Support (FFP). 365 days after the previous contract year. Description of the requirement: This requirement provides Defense Information Systems Agency GO6 with net-centric, systems engineering, performance analysis, and technical analysis support and continued support of JCSS software releases and their related software support. The contractor shall provide technical consulting services related to the OPNET software, its use within complex government environments, and enhancements that are unique to DISN/DISA programs. The Contractor shall use the previously released version of JCSS and integrate it with the Contractor's software products. Period of Performance for the base year is for 365 days with four 1 year option periods; each option period will commence 365 days after the end of the previous contract period. Delivery is FOB and Inspection/Acceptance is Government.
