Description
This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being requested as a Request for Quote (RFQ); solicitation number is H92244-09-T-0261, as a Firm Fixed Price (FFP) type contract with fixed unit prices. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-34, effective 01 July 2009. North American Industrial Classification Code (NAICS) 611620 applies to this procurement. This procurement is a 100% Small Business Set Aside. The size standard is $7.0M. The DPAS rating for this procurement is DO-C9. Section B Schedule of Supplies and Services CLIN 0001 - Canopy Course of Instruction for seventeen (17) personnel. The contractor shall provide five (5) instructors for five (5) days of training, Qty: 5, Unit of Issue: Days; CLIN 0002 - Ground Video Services - Qty: 5, Unit of Issue: Days; CLIN 0003 - Parachute Packing Services - Qty: 1,320, Unit of Issue: Each; CLIN 0004 - Lift Tickets - Qty: 1,320, Unit of Issue: Each; CLIN 0005 - Travel Expenses (All travel will be in accordance with the JTR), Qty: 1, Unit of Issue: Lot; CLIN 0006 - Facility Fees - Qty: 5, Unit of Issue: Days; CLIN 0007 - Gear Rental (5 Rigs for 5 Days) - Qty: 1, Unit of Issue: Lot; STATEMENT OF WORK The contractor must provide parachute riggers with extensive knowledge of the packing procedures and proven methods required as demonstrated in actual performance of mission requirements. The contract riggers must all comply with the parameters specified in the Joint Basic Military Free Fall. - Vendor must be able to provide five (5) instructors for five (5) days to train and instruct seventeen (17) students in the use of Performance Designs Ram-Air Canopies. - Vendor must be recognized as official canopy instructor trainers for Performance Designs, Inc. Riggers must be certified and factory trained by Performance Design or a factory authorized representative in parachute rigging and packing. - All instructors must be certified as professional canopy pilots for Performance Designs, Inc. and must have prior experience with Special Operations Forces (SOF). - The riggers must have demonstrated consistent and regular Air Operations parachute rigging support services. - Vendor must be able to provide video footage upon completion of course for debrief purposes. - Vendor must be able to provide lift tickets for all personnel. - Vendor must be able to provide parachute packing services for all personnel. - Parachute packers must hold a Federal Aviation Administration (FAA) Senior/Master Rigger License. - Training location shall be within 25 miles of Deland, FL. - Training Dates are from 12 July 09 - 16 July 09. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, technical capability and past performance. Technical capability and past performance when combined are significantly more important than cost or price. The contractor shall provide three recent (within the last 3 years) relevant past performance references. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The offeror agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes. Only complete quotes will be considered for award. Offerors must scrutinize this solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with the solicitation requirements. You must clearly identify how your proposal meets ALL of the solicitation requirements.
