Description
The objective of this SOW is to put in place a Basic Ordering Agreement (BOA) under which task orders will be issued in order to acquire contracted professional IT development and support services to assist CBIIT in developing, documenting, implementing, updating and supporting an electronic infrastructure that will support biomedical research and care delivery Basic Ordering Agreement's may be funded with ARRA funding and others may be funded with appropriated funds. This is a partial SOW, please refer to full soliciation for exact details. RFP questions from offerors are due back to SAIC-F by 4:00pm EST 7/10/09 Proposals due 7/24/09 4:00pm EST 2.0 OBJECTIVE The objective of this SOW is to put in place a Basic Ordering Agreement (BOA) under which task orders will be issued in order to acquire contracted professional IT development and support services to assist CBIIT in developing, documenting, implementing, updating and supporting an electronic infrastructure that will support biomedical research and care delivery. 3.0 SCOPE Task Orders issued under this BOA shall request the contractor to provide several general classes of biomedical informatics and IT support services to assist the CBIIT in the following classes of tasks: 1. Design software services, including planning, requirements collection and analysis, data collection, modeling and analysis, system modeling and design. 2. Enterprise Architecture support, including business process modeling, enterprise architecture and development of supporting artifacts associated with an Enterprise Architecture. 3. Development services, including software development, quality assurance, documentation and training development. 4. Data center services, including on-site and off-site systems hosting and support. 5. Security services, including certification and accreditation activities, related policy framework, and software development services. 6. Validation services, as may be required to demonstrate compliance with CBIIT standards, 21 CFR Part 11, HIPAA, the HHS Common Rule, as well as relevant international, federal, state and local statutes and rules relating to electronic information systems used in biomedical research and care delivery. 7. Implementation services, including data center management, administration of systems, database management, security system management, data analysis and reporting services. 8. Deployment support, including help desk and other direct user support, delivery of training, and on-site deployment at CBIIT partner sites, professional community development and communications for software services and implementation of related policy framework. 9. Semantic services, including development of vocabularies, ontologies and data elements that are used to constrain software systems developed by or for CBIIT or the NCI. 10.
