Description
Request for Information (RFI) MOBILE COMMAND SYSTEMS FOR SMALL AND RURALCOMMUNITIES, DUE JULY 30, 2009. NOTE: THE LINK FOR THE QUESTIONNAIRE IS LOCATED AT THE BOTTOM OF THIS ANNOUNCEMENT ON THE SPAWAR E-COMMERCE WEBSITE. The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Advanced Technology Branch (Code 51610) is seeking information on commercial-off-the-shelf mobile command systems that support the communications and data processing needs of the emergency response community. The mobile command system shall be man-portable, one- to two-person carry, provide interoperable communications that include voice, data, and networking capabilities, and have software supporting National Incident Management System (NIMS) concepts and principles (i.e. standard reports, resource management, geospatial information). The U.S. Department of Homeland Security (DHS) Authorized Equipment List (AEL) item numbers and descriptions for this equipment are: 06CP-01-MOBL, Mobile radio equipment, deployed in/on vehicles, or can also be deployed as temporary base stations. 04HW-01-INHW, Computer hardware and operating system software designated for use in an integrated system. Such systems include detection, communication, cyber security, logistical support and Geospatial Information Systems. This item may include networking hardware (routers, wireless access points, etc.), servers, workstations, notebook computers, and peripherals such as printers and plotters procured with an allowable system and necessary for its implementation. The target audience for this information is the emergency responder community in small and rural communities, including any emergency response discipline or organizational unit with a responsibility for communicating and making decisions at an incident scene. All submittals should be suited to the target audience. Review of this information is being performed as part of the DHS System Assessment and Validation for Emergency Responders (SAVER) Program, which aims to conduct objective comparative assessments of commercial equipment and systems and provide those results with the emergency responder community. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, and URL. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. Product name and a brief description (75 words or less). 5. Cost information such as purchase price and General Services Administration (GSA) schedule information. The submitted information will be evaluated for potential inclusion in SAVER projects. If a SAVER project on this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through Federal Business Opportunities posting agency. Vendors may be contacted following submission for more detailed product information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals Respondents are required to complete and submit the attached product summary questionnaire (MCS_RFI_Questionnaire) for each product following the instructions on the first page of the questionnaire.
