- Design/Build Project for an Armed Forces Reserve Center (AFRC) in Red River Army Depot, TX. This project will provide an approximately 36,000 sf training building, an approximately 9,300 sf Organizational Maintenance Shop (OMS), Unit Storage building approx 1,400 sf, and approximately 9,292 sq. yards of concrete pavement and 2,342 sq. yards of flexible pavement. The preferred exterior wall assembly of the Training Center will be brick veneer with an insulated cavity wall with load-bearing or non-load bearing CMU backup. The preferred roofing system for the Training Building is a sloped standing seam metal roof; however the use of 50 year architectural asphalt shingle roof system will also be considered. The Training Center is designed to accommodate both Joint and Exclusive use, it will accommodate administrative, educational, assembly, kitchen, library, learning center, vault, weapons simulator and physical fitness area for both US Army Reserve and Texas Army National Guard units. The project design parameters will be established by and conform to the Army Reserve Facilities and Army National Guard Facilities guidelines.. The UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings 8 October, 2003 including change 1, 22 January 2007 will apply. This project will meet or exceed a USGBC LEED Silver Certifiable level of design and construction. This project is registered with the USGBC, however it has not been submitted for formal certification. Furniture will be purchased through another contract. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33,500,000.00. The cost range is between $10,000,000 and $25,000,000. This project is set-aside for SMALL BUSINESS ENTERPRISES ONLY. The basis for award is a single-phase Best Value process. Proposals will be evaluated by the government in accordance with the following criteria: Technical Approach, Management, Prime Contractor Experience, Past Performance, and Price and Pro Forma Information. A pre-proposal conference and site visit information will be provided in the solicitation document. A construction cost limitation will be provided with the technical requirements package. The performance period is 540 days. The proposal due date is on or about 17 Aug 2009, 10:00pm. (Eastern Time). Project documents will be available on or about 17 July 2009 by download from the Internet only. Downloading of the project documents requires registration at the FedBizOps (FBO) website at http://www.fbo.gov. This announcement serves as the advanced notice for this project.
