- The Aviation Applied Technology Directorate (AATD) anticipates award of a noncommercial program entitled, Universal Control (UC) Fuel Authority Digital Engine Control. The Armys overarching requirement is to continue developing and qualifying an advanced next generation engine UC that demonstrates commonality across all Army aviation engines simplifying logistical support for such controls while significantly reducing weight, size, and life cycle cost. The acquisition builds upon previously completed UC contracted research and development as well as independent research and development conducted by Goodrich Pump and Engine Control Systems, Inc. (GPECs). AATD anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to GPECs, who is deemed to be the only responsible source uniquely capable of building on previous UC development efforts to meet this requirement. The IDIQ shall continue to pursue GPECs UC concepts which have application to multiple Army engine platforms, which exploit software partitioning and accommodates advanced adaptive control software concepts such as model based controls and neural network diagnostics and prognostics. The IDIQ shall continue to address circuit board architectures which addresses commonality and component obsolescence and Open Systems Architectures. The IDIQ continues to address system physical size, and reduced product cost targets by 30% and has the capability to orchestrate and interface with on-board Health Usage Monitoring Systems (HUMS). The UC technology provides engine diagnostics and prognostics information which will interface into the Army Condition Based Maintenance (CBM) systems. Market research revealed that only GPECs has developed the unique type of turboshaft UC technology The maximum value of the contract will be $9.9 million. The contract minimum value of $400,000 will be met with award of the first task order issued as a cost-plus-fixed-fee order. The funding for this requirement is Congressionally appropriated for research, development, qualification testing, and flight testing of engine Universal Control (UC) technology. Accordingly, this acquisition will be procured in accordance with 10 U.S.C. 2304 (c)(l), as implemented by FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements as market research has identified only GPECs as the only source building on and developing these specific UC technologies. The Government deems that substantial duplication of cost incurred under the previously conducted research cannot be recovered through competition. No other known source has the equivalent technical maturity, or rights necessary to satisfy the Government requirement. Many of the concepts to be further explored under the planned efforts are either patented or proprietary to GPECs. Alpha contract negotiations, appropriate for sole source requirements, will be limited to GPECs. The contract terms and requirements will be developed jointly between the Government and GPECs, consistent with alpha contracting procedures in accordance with the Federal Acquisition Regulations (FAR). Performance under this acquisition will require access to and generation of technical data the export of which is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec.2751 et.seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C. App 2401 et. seq. An Export-Controlled DoD Data Agreement certification number issued in accordance with Dod Directive 5230.25 will be required for this acquisition. This certification may be requested from the Defense Logistics Services Center, ATTN: DLSC-FBA Federal Center, Battle Creek, MI 49017-3084, Telephone 1-800-352-3572. The overall period of performance for the IDIQ contract is sixty (60) months. The applicable North American Industrial Classification System (NIACS) code is 541712 and the size standard is 1,000. While the Government does not anticipate competition, any responsible source may submit a proposal that shall be considered.
