- This is a Research and Development Sources Sought Announcement. The National Institute of Environmental Health Sciences intends to negotiate with the University of Arizona, 888 Euclid Avenue, Tucson, AZ 85772 on a sole source basis. The requirement consist of providing for an additional 6840 direct labor hours of work as part of Contract Number N01-ES-45529, Absorption, Disposition, Metabolism, and Excretion (ADME) Chemical Disposition in Mammals, performing additional testing of the metabolism of benzene in genetically diverse strains of mice. The requirement is a continuation of a study of diverse strains of mice that began in the summer of 2008. Authority: 41 U.S.C 253(c)(1), as set forth in FAR 6.302-1(b), Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for the final phases of the study. The University of Arizona is the only party known to NIEHS that can meet the above requirements due to the requirements for continuity of the study and the significant amount of previously completed work that would have to be replicated by other organizations. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NIEHS to determine if the party can meet the requirements. The capability statements should not exceed 5 pages in length. Capability statements and related materials must be received in this office by 4:30 p.m. EST on 17 August 2009.
