- This is a Design/Bid/Build request for proposal for the construction of an Army Reserve Center (ARC) in Fargo, ND. Primary facilities include construction of an ARC Training Building, Organizational Maintenance Shop (OMS), unheated storage building, privately owned vehicles (POV) parking, and organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include, paving, fencing, general site improvements, and extension of utilities to serve project. Facilities must comply with DOD minimum antiterrorism force protection construction standards. THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESS based on Lowest Price/Technically Acceptable (LPTA) evaluation. This process requires potential Offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. Proposals will be evaluated by the government in accordance with the following criteria: Prime Contractor Experience, Past Performance, Price and Pro Forma information. The estimated price range is between $10,000,000 and $25,000,000. The construction cost limitation is $10,119,000. The Solicitation will include a complete 100% design package. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33.5 M. Contract duration is 490 days. Site visit information will be provided in the solicitation document. The approximate issue date is 20 July 2009 and the approximate due date for proposals is 19 August 2009. Award of the construction contract is Subject to the Availability of Funds. All Offerors should be aware that construction funds may not be available for the contract award for up to 3 months from receipt of proposals.
