Description
DFASMINN12009 Defense Finance and Accounting Service (DFAS) Department of Defense Trust Funds Financial Consulting Services.The purpose of this requirement is to provide Financial and Strategic Analysis to the Department of Defense (DoD) Investment Board. The Government plans to award a contract for Financial and Strategic Analysis with respect to investment of Funds’ assets. The contractor shall provide financial analysis of the current and proposed investment strategies to the Investment Board to aid in the review of Funds’ performance, along with the basis for the advice provided. The contractor will also provide a proposal for future investing, if different from the current or proposed strategies, and the basis for the proposal. Contractor personnel shall possess significant experience and credentials in providing these types of services and working with pension and health care actuaries as well as familiarity with Federal Actuarial Liabilities and their general frameworks. The contractor shall provide personnel who possess an in-depth understanding of and are highly experienced with Trust Fund Investments, in particular Federal Trust Fund Investments. Contractor personnel must be familiar with the intricacies of actuarial liabilities and supporting assets. Contractor personnel must possess the highest quality of service and are expected to provide financial analysis in support of DoD management of Trust Fund assets. The Contractor will work with DFAS to ensure that services are conducted in accordance with applicable laws and regulations. The contractor shall provide necessary personnel and services required in order to fulfill the tasks outlined in the attached Statement of Work.

Place of Performance
Address: The selected contractor shall perform work at contractor facilities and be available to meet with DFAS trust fund managers at DFAS Indianapolis, or alternatively via telephone or videoconference. Presentations by the contractor shall be performed in the National Capital Region (NCR). Travel to DFAS-IN and to various (DFAS and Non-DFAS) locations within the NCR may be required., United States
