Description
A9320095022Under the authority of FAR 6.302-1(a) (2) (ii) the National Park Service anticipates soliciting a proposal from a single source, Woods Hole Oceanographic Institution, for a surface-to-bottom tethered Lake-Moored-profiler system. The critical requirements include interface with a remote deep-water profiling instrument. The surface communication buoy would: 1) provide buoyancy for keeping a wire rope mooring vertical in the water column, 6) house the batteries and electronics in a waterproof pressure case, 3) communicate with an underwater profiling instrument via the wire rope mooring, 4) download the digital data daily from the profiling instrument, 5) store the digital data in computer memory, and 6) transmit the data via satellite phone to a shore-based computer. The mooring would be located in the deep-basin (582 meter) of Crater Lake and the profiling instrument would be programmed to travel once a day from the lake bottom to the lake surface and back. During the round-trip profile, the instrument would collect information on temperature, conductivity, chlorophyll concentration, dissolved organic matter concentration, and turbidity throughout the water column. The data would then be downloaded off the profiler by the surface communication buoy, stored in memory, relayed wirelessly to shore, and then uploaded to a website, thereby providing near-real time lake water column conditions throughout the year. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
