Description
On behalf of the National Defense University, the U.S. Department of the Interior, National Business Center, intends to award a sole source award to Educomm Inc, 250 W. Main Street, Charlottesville, VA 22902. This acquisition is under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996), as prescribed by 48 C.F.R. 13.501. This notice of intent is not a request for competitive proposals. Any proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For information or questions please respond by email to Steven_M_Shatz@nbc.gov. The NAICS code for this requirement is 611430 and the small business size standard is "Not to Exceed" $6,500,000. Description of Requirement: The objective of this sole source award is to provide a customized graduate business school executive education seminar to educate incoming officers on the fundamentals of contemporary business, and the different trends and factors that drive strategic business planning. Location: Services may be provided off-site, on-site, or a combination of, depending on program requirements. However, the majority of the work will be performed at training facilities to be provided by the contactor. Required travel will be limited to the Washington, DC region. Period of Performance: The period of performance for this order will be for 1 year, from date of award, with 4 annual options. The reasons justifying the lack of competition are as follows: a. This work would be a continuation of services provided under a previous contract b. The Graduate Business School Executive Education provided is required each year for the incoming group of new SDCFP officers in preparation for their assignments at corporate sponsors. Because the SDCFP is a unique program, where military officers with no prior experience in the civilian corporate environment are assigned to train in corporate assignments, a customized curriculum is required. Educomm, Inc. developed the original seminar curriculum and has provided it, with yearly updates, for the past 10 years. There is no existing Executive Education curriculum from other sources that could be used "off the shelf." While providing training in prior years, Educomm has utilized a pool of highly qualified and experienced Graduate Business School professors who are now knowledgeable about the unique educational requirements of the military officers receiving training and can tailor their individual seminar sessions accordingly. Training from another source would lose this valuable insight and reduce the quality of the education provided. c. All training materials from prior years are exclusively owned by Educomm and would not be transferrable to another source. Development and approval of a new curriculum from scratch would entail weeks of time and effort after contract award, at an additional expense that must be recovered and duplicate work already done by Educomm. Due to the specialized and customized aspect of the training material that has already been developed by Educomm, it is not feasible for another contractor to develop materials that would not infringe on Educomm's intellectual rights to the program that they have already developed. d. Since Educomm has already recovered its curriculum developmental costs, it can now provide the training at costs substantially below those in the previous contract. e. To be most beneficial, this training should be given prior to officers arriving at their corporate assignments and any additional delays to develop a new curriculum would be detrimental.
