The outcome to be satisfied by this requirement is to utilize contractor support services to manage Army barracks located in the Europe. The requirement is currently being satisfied by Army First Sergeants. The Army has implemented an initiative that would relieve First Sergeants of this duty and would allow them to be utilized in a more efficient capacity. The FSBI requirement is considered a commercial item as defined in Federal Acquisition Regulation (FAR), Subpart 2.101-Definitions. Subsequently, the evaluation process will be conducted in accordance with FAR Part 12-Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation. The proposed contract shall be a performance-based, firm-fixed price (FFP) requirements type contract. The proposed contract vehicle will be set up with one base year accompanied by two option years. The effort will cover the countries of Germany, Italy, and the Netherlands. It is estimated that the requirement will cover 475 buildings, which house a combined 24,000 living spaces. The estimated contract dollar ceiling is $15,000,000.00 for the life of the contract. The solicitation will be issued for full and open competition with no set-asides. Applicable NAICS code for this project is 921190. Solicitation and any subsequent amendments will be posted through the electronic posting system https://acquisition.army.mil/asfi/. Paper copies will not be provided. Contractors will be solely responsible for monitoring the internet and obtaining the solicitation documents and any amendments. Interested Offerors must ensure they are registered with the Central Contractor Registration in order to be considered for award of a contract. Information to register can be found on the internet at (http://www.ccr.gov/) telephone 1-888-227-2423. Offerors must also have registered Online Representations and Certifications Application (ORCA) at www.bpn.gov before submitting an offer. No responses to this pre-solicitation are necessary. **No additional information will be provided prior to the release of the solicitation. **
