- Schedule B Statement of Work The purpose of this synosis is to revise the verbage initially submitted on June 23, 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a "request for quotations (RFQ)". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR part 12. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519. The Department of Housing and Urban Development (HUD), Attn: OCPO, 451 7th Street, S.W., Room 5256, Washington, D.C., 20410 is seeking to purchase Cost Estimator. A subscription services to provide Residential Property Repair and Preservation (Maintenance) Cost Estimations in the fifty (50) states and territories of the United States. All interested companies shall provide “quotation(s) and proposals” for the following: NOTE:This synopsis is a MODIIFICATION to the original/initial synopsis. Services (SEE ATTACHED STATEMENT OF WORK) The delivery/task order period of performance is one (1) year. Delivery shall be provided "no later than TBD days after receipt of order/award of contract. Place of Performance U.S. Department of Housing and Urban Development (HUD), 451 7th & D Street, S.W., Washington, DC 20410-3000 – UNITED STATES Award shall be made to the “offeror” whose “quotation,” offers the best value to the government, considering technical capability, price, and past performance." The government will evaluate information based on the following evaluation criteria: [insert evaluation criteria, for example "(1) technical capability factor "meeting or exceeding the requirement, (2) price, and (3) past performance price". The following solicitation provisions apply to this acquisition: •FAR 52.212-1, “Instructions to Offerors–Commercial Items” (September 2006) •FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items” (November 2006) “Offerors” must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: •FAR 52.212-4, “Contract Terms and Conditions–Commercial Items” (February 2007) •FAR 52.212-5, “Contract Terms and Conditions Required to Implement Statutes or Executive Orders” (November 2006) All “offerors,” shall submit four (4) copies of the proposals to (HUD). All “offers,” shall be sent to: HUD, OCPO, 451 7th & D Street, S.W., Room 5256 Washington, DC 200410 This is an open-market combined synopsis/solicitation for service as defined herein. The government intends to award a "contract" as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" "Offerors" shall list exception(s) and rationale for the exception(s). Submission shall be received not later than July 15, 2009 at 11:00 a.m. (eastern-time). Submit quotes to: U.S. Department of Housing and Urban Development (HUD), 451 7th & D Street, S.W., Washington, DC 20410-3000 – UNITED STATES Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). No fax or email copies of solicitations will be accepted.
