- Amendment #001(A001): Definitional Mission (DM): for Pakistan – Energy Sector Project Solicitation Number: RFQ-CO2009310013: Activity Number: USTDA 2009-31044A A001 (Questions and Responses): 1. So as to not be constrained in time, would USTDA have any issue with us traveling to Pakistan after Ramadan? Response: It is not the intent of USTDA for the DM Contractor to postpone travel until after Ramadan. It is most important for the Contractor to avoid travel to Pakistan during the Eid al-Fitr (end of Ramadan) holiday, which is approximately September 20-21. Travel to Pakistan during late August through mid-September is expected. 2. Under section 2.4 it indicates that "The Contractor should budget for this Definitional Mission with the assumption of having to incur fees for the Gold Key Matching Service from the U.S. Commercial Service, as well as any security related expenses required by the U.S. Embassy in Islamabad or the pertinent U.S. consulate offices." a. I have checked the embassy website, commerce department, etc. and was not successful in locating any information on either of these topics. Can you provide us information, for budgeting, on these two costs? What are these requirements? Response: For the Gold Key (matchmaking) Service, small business contractors should budget $700 for each day of meetings in Islamabad, Lahore or Karachi, the cities in Pakistan where GKS is offered. For this mission, a minimum lead time of one month prior to travel for a GKS request is required. For reference, please see: http://www.buyusa.gov/pakistan/en/25.html. USTDA is currently working with the U.S. Embassy in Islamabad in the effort to provide information on any applicable security-related expenses required by the Embassy and Consulate Offices, and will update the answer to this question upon receipt of that information. b. Has the U.S. Commercial Service been privatized? It seems strange to pay them. If they are a federal agency, why isn't the subsidy paid directly from one Federal agency to another rather than using a contractor? Response: The U.S. Commercial Service is a Federal Government entity. The U.S. Commercial Service has offered Gold Key matchmaking as a fee-based service since the early 1990s. If a Contractor works as a sub-contractor on this DM, are we then banned from working as the prime or a sub on any Feasibility Study that may then result from the DM? Response: The synopsis paragraph CONTRACTOR FOLLOW-ON (INELEGABILITY) presents USTDA’s response to the question.
