Description
Cadet White Gloves USAFA PD 34TRW/SDCU 176, Dated 9 Feb 2004 Responsible Sources Sought for USAF Academy Cadet White Gloves. This notice is not a solicitation. This announcement serves as a sources sought notice for the possible upcoming competitive acquisition for United States Air Force (USAF) Academy Cadet White Gloves. Interested firms must reference their 8(a), HUBZone, Woman Owned or Service Disabled Veteran-Owned status that must be signed by a company official with authority to bind the company. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The 10 LGC/LGCB is seeking potential sources who can manufacture White Gloves. The applicable NAICS Code is 315992. The small business size standard is 500 employees. Estimated quantities: 5000 pair a year. Exact quantities and sizes will be identified on individual delivery orders. The following product specifications are applicable and attached: USAF Academy Commercial Item Purchase Description 34TRW/SDCU 176, White Gloves, dated 9 February 2004 (see attachment #1). All items and components must be made and manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program. A first article will be required in accordance with FAR 52.209-4 Alt 1. A bar code sample will also be required which shall be in compliance with code 39 or UPC Bar code. All Contractors interested in supplying the Cadet White Glove may indicate their interest in this proposed acquisition by sending an email to include your name, contact information, company name, business size, your level of interest in this proposed acquisition, CAGE code, and answers to the following questions: 1. How long have you been in business? 2. What size business is your company? How many employees do you have? 3. How big is your facility? 4. Have you manufactured this type of glove or something similar? 5. What are your payment terms? 6. What are your commercial terms and conditions? (FOB Destination, prepay, etc.) 7. What is your business arrangement in the commercial industry? (For example: Do you have options on your contracts? Do you have one-year purchase orders?) 8. Are you a manufacturer, or do you subcontract the work? 9. Have you ever performed on Government contracts? 10. What is your lead-time for manufacturing White Gloves? What is the lead-time for fabric and components (buttons, snaps, etc.)? 11. Are you in compliance with (Green Procurement) the Resource Conservation and Recovery Act (42.U.S.C. 6962) and Executive order 13101 of September 14, 1998, Greening the Government through waste Prevention, Recycling, and Federal Acquisition? Would this product used recycle goods? Do you have similar products that are in compliance with Green Procurement? 12. Would this product comply with Green Procurement? FYI - The Buy American Act (BAA) applies to all supply purchases over the micro-purchase threshold ($3,000) for use in the U.S. It also requires the use of domestic construction material. The BAA requires application of differential factor to the evaluated cost or price of supplies that are not domestic end products. A two part test is used to define a domestic end product: (1) the end product must be manufactured in the U.S. and (2) the cost of all its domestically manufactured components must exceed 50% of the cost of all its components. It is applicable to the entire Federal Government. Only responsible suppliers need respond. ** No telephone responses, please** This sources sought is for planning purposes only and does not commit the government to pay for the information requested. If you are not interested in supplying this item, no response is necessary. This notice is designed to locate responsible sources that have an interest, and have the ability to supply the items described herein.
