- THIS PROJECT IS SET-ASIDE FOR HUBZONE CONTRACTORS ONLY. The proposed project is located on National Forest System Road 471 Cathey’s Creek Road on the Pisgah Ranger District in Transylvania County. National Forest System Road # 471 Cathey’s Creek serves very popular recreation areas such as Pisgah National Forests Kuykendall Group Camp and many dispersed camping areas. This route experiences heavy use throughout the year. This crossing has been prone to overtopping and causing safety problems with both public travelers as well as private residents. Several residents use this corridor to access seasonal and permanent homes along this corridor. The project includes but is not limited to replacing the existing arch pipe with concrete headwalls. The existing pipe on Walnut Creek has been identified as a barrier to the upstream movement of native species as Walnut Creek is a tributary to Cathey’s Creek. The existing pipe that is planned to be replaced is a 6 foot wide x 3 foot 8 inch tall arch pipe. The pipe is 17 feet long with a 15 degree skew across NFSR # 471. This project includes traffic control, erosion control and a complete culvert replacement to provide aquatic passage up Walnut Creek. The period of performance is 270 calendar days. Due to the North Carolina Trout Moratorium that runs from October 15 to April 15, this project will be limited to work within 25 feet of the stream dring this period. The solicitation will be a best value procurement. Past performance, experience and price will be evaluation factors considered in the selection of the successful contractor. The size standard for this solicitation is $33.5 million under NAICS code 237310. The solicitation should be available on this website on or about July 17, 2009. There will be a pre-bid meeting at the site on July 28, 2009 at 10:00 a.m. Details will be included in the solicitation. Contractors are HIGHLY ENCOURAGED to attend the pre-bid meeting. Contractors must register on this site in order to receive notification of changes to the solicitation. The contractor is responsible for monitoring this site for release of the solicitation and any subsequent postings.
