- This is Total Small Business set-aside. The Bureau of Indian Education, Haskell Indian Nations University located in Lawrence Kansas is seeking to hire a Head Volleyball Coach. This position serves as the Head Volleyball Coach for Haskell Indian Nations University. Position exercises responsibility for planning, organizing, coordinating, and controlling operations for a National Association of Intercollegiate Athletics (NAIA) which sanctions small college athletics. This is a request for proposal (RFP) and will serve as the only request. No additional solicitation will issue from this announcement. Performance period for this position is for one base year beginning August 1, 2009 through December 1, 2009 and again January 15, 2010 through May 31, 2010 with for four option periods of the same dates. Statement of work A.MAJOR DUTIES AND RESPONSIBILITIESHead Volleyball CoachDevelop and implement all aspect of volleyball strategies and quality of play during practice and games. Practice and game preparation using particular expertise, time management and develop a positive relationship with team members. Recruit and retain volleyball team members.-Includes High School and Junior College Visitation to locate prospects-The making of recruiting calls year round-Maintaining organized records of recruits-Scheduling and carrying out prospect visits to campus-Working with HINU's Administration regarding the prospect's admissions into the university.Supervises daily player pre-practice conditioningMonitors daily player conditioning and strength work; monitors player weight training Coordinate year round strength and conditioning program for team including the introduction of speed enhancement drills and ply metrics Set up the schedule of strength and conditioning works both in and off seasonProvide athletes with guidance and proper training techniques for free weights and other strength training equipmentProvide expertise in the area of strength (weight) training and physical conditioningUpdate the Athletic Director on equipment needs and upgrades recommended to provide NAIA athletes with the best possible equipment and uniforms available.Coordinates scholar-athlete rehabilitation with sports medicine; assists with rehabilitation of injured athletes and approves return to play.Educates scholar-athletes about nutrition and supplementation Sports Information DirectorCompiles and disseminates information regarding Haskell Athletics and serves as a liaison between news media and public.Compiles and disseminates Haskell sports newsComplies, disseminates and maintains Haskell sports statistics and recordsUpdates, reviews and otherwise designs and maintains the athletic program websiteFiles weekly statistical reports with NAIA and MCAC conference as required. B. FACTORS1. KNOWLEDGE REQUIRED Expert knowledge and demonstrated ability to coach volleyball strategies for collegiate athletic team. Experience as a collegiate volleyball player Requires an expert analyst who has mastered the application of a wide range of volleyball coaching methods. Expert knowledge of the concepts, principles, practices, laws, regulations and policies governing collegiate athletic programs in order to provide solutions to specific problems and meet specialized requirements of a multi-tribal facility. Comprehensive knowledge of federal laws, Interior, BIE policies, rules, regulations, procedures and the ability to apply this knowledge to constructive problem solving within an athletic context. Ability to delegate authority, evaluate and control athletes, assistant coaches, interns, and to recognize and adapt programs to changing policies and environments. Knowledge of the cultural heritage and traditions of Indian people to provide recommendations in the development, extension and improvement of education services provided at Haskell. Knowledge of indigenous pedagogy and the context of American Indian/Alaska Native culture in a university setting. Ability to analyze and evaluate athletic operating activities to assure continuance of program support and to help identify and resolve problems. Skill in written and oral communications sufficient to prepare course materials, to interpret regulations and directives, to explain and defend strategies used within the department to a wide public audience and to higher level reviewing officials, as well as the ability to deal with other administrative staff and education personnel. Ability to work effectively under the pressure of tight timeframes and rigid deadlines. Skill in meeting and dealing effectively with persons of diverse social, economic and cultural backgrounds, and of differing occupation or functional capacities; officials of local state and federal governments, and representatives of private industry, professional societies, public entities concerned with Haskell's mission. 2. SUPERVISORY CONTROLS The incumbent reports directly to the Athletic Director, who provides broad program policy and objectives. The incumbent functions as the expert in volleyball and acts independently, with full authority and responsibility for program segments managed. The incumbent is responsible for exercising leadership in independently conceiving, developing and executing effective programs. In situations involving highly controversial or political issues that may adversely affect Haskell's core mission or relationships, the incumbent informs or consults with the Athletic Director. The incumbent exercise authority and carries out responsibilities in a manner which supports the philosophy, decisions, and policies of the Bureau of Indian Education and the President. Performance is evaluated on the use of resources, effectives of student performance, fulfillment of program objectives and consistency with overall Haskell expectations. 3. GUIDELINESGuidelines are broadly stated and consistent of Executive Orders, Acts of Congress, State laws, Code of Federal Regulations, General Accounting Office policy and procedures, Comptroller General Decisions, United States Code and regulations and manual issuance of the Office of Personnel management, Office of Management and Budget, the Bureau of Indian Education, and Department of Interior. The guidelines embrace a range of concepts, which allow broad latitude for independent and innovative action due to the variety of conditions and issues involved. The incumbent makes decisions regarding the interpretation and/or adaptation of these guidelines for Haskell's use. 4. COMPLEXITYThe Head Volleyball coach is responsible for planning, coordinating, implementing and directing all portions of the Haskell volleyball program. The incumbent must deal with highly controversial and sensitive issues that require exceptional tact and diplomacy to resolve issues and situations in a manner, which will reflect positively on the University. Program segments directed involve work in a broad range of general and specialized educational experiences. The incumbent must take action and make decisions to initiative and solve highly complex problems or situations. The incumbent participates as a member of the Haskell Athletic Department on discussions, decisions and policy for overall athletic operations. Provides appropriate financial data, reports, recommendations on work processes, control systems, computer utilization, organizational structure, changes to programs, essentially remains a key stakeholder in the Haskell Athletic Department's initiatives. Incumbent needs to have specialized knowledge of medical terminology; knowledge of strength and conditioning equipment; interpersonal/human relations skills; supervisory skills; ability to maintain confidentiality. 5. SCOPE AND EFFECTThe incumbent provides the direction, motivation, leadership and technical expertise in carrying out components of the Haskell Athletic department programs which are vital to the intercollegiate competition linked to the mission of Haskell Indian Nations University. The expertise provided and decisions made by the incumbent in the athletic operations of Haskell effects the relative success with which athletic program objectives are accomplished and overall Haskell goals and objectives are achieved. 6. PERSONAL CONTACTSPersonal contacts are with Haskell personnel, officials from other Federal, State or local government agencies, members of Congress, tribal leaders/representatives, professions, and staff of private firms, colleges, and universities. Other contacts include: budget/finance analysts and officers, human resource specialists, professional educations, staff and students at Haskell and the general public. 7. PURPOSE OF CONTACTSThe purpose of these contacts is to justify, defend or negotiate in representing the program segments of the Athletic Department and in obtaining or committing resources. Contacts are to coordinate activities, student programs, facilities operations to gather financial data and present and justify budget recommendations and advice on status of funds; to monitor administrative processes; to explain procedures and regulations to assure compliance; to represent the University at national and local meetings, conferences, and workshops, and to promote the educational services/programs at Haskell. 8. PHYSICAL DEMANDSThe work is active and usually performed in the training room, gymnasium or stadium. The incumbent works with student athletes in a variety of physical activities. Occasionally the incumbent travels away from the facility using care or airline transportation to attend area and national conferences/meetings/competitions. 9. WORK ENVIRONMENTWork is adequately heated, lighted, and ventilated. C. OTHERIncumbent must be able to work evenings and weekends throughout the year and is subject to a variable schedule.In the performance of duties, incumbent may be required to operate a motor vehicle. A valid State Driver's license is required. The incumbent is subject to background investigation. The Government will provide a training facility and all necessary equipment. The applicable North American Industry Classification System (NAICS) for this requirement is 711320 with a size standard of $7.0M. The magnitude of estimate is between 20K and 35K Interested contractors who are certified and qualified to coach college football must be registered in the Central Contractor Register (CCR) @ www.ccr.gov. All companies/coaches are encouraged to respond and submit their proposal to this office via email to jbegay@haskell.edu not later than COB on July 15, 2009. The government is in no way obligated to do business with any person, firm or other entity that receives this inquiry.
