Description
INTENT TO SOLE SOURCE: The VA Mid-Atlantic Healthcare Region (VISN 6) Central Acquisition Service intends to negotiate a sole source procurement with Cosmed USA Inc. for a K4B2 Portable Intrapulmonary Gas Exchange Analysis system and supplies for the VA Medical Center in Richmond, Virginia. The make and model of this specific equipment will provide the technology and dimensions required by the VA to measure cardio-respiratory response in the field without any limitations. The system allows the ability to accurately analyze intrapulmonary gas exchange under various environmental conditions and the flexibility of three different configurations, including data storage to allow for testing in the field without a PC, and telemetry transmission. The system has the following features: Pulmonary Gas Exchange (VO2, VCO2); Breath by Breath Technology; Telemetry Data Transmission up to 800m; Indirect Calorimetry; Integrated GPS System; Integrated Oxygen Saturation (SpO2); Integrated 12-lead Stress Testing ECG; and Windows Software for advanced data analysis. The proposed contract action is for equipment which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for quotations. However, interested parties who believe they can meet this requirement shall submit technical data, including cost, sufficient to determine compatibility of specified items. Responses can be submitted to dori.dabbs2@va.gov. Responses must be received no later than 2:00 pm EST, July 13, 2009. All information shall be furnished at no cost or obligation to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted.
