Description
SPAWARSYSCEN Atlantic is solicitinginformation from potential sources forthe development of a Mobile UserObjective System (MUOS) to LegacyUltra High Frequency (UHF) satellitecommunications (SATCOM)Interoperability capability. The MUOSsystem is scheduled to start replacingthe UHF Follow-On (UFO) satellitecommunications (SATCOM) system in2011. Each MUOS satellite will host twopayloads -- a MUOS payload and aLegacy UHF payload that is similar toUFO-11. The MUOS payload leveragesthe commercial Third Generation (3G)Wideband Code Division MultipleAccess (WCDMA) cellular phonearchitecture for use in a military UHFSATCOM system. The legacy payloadon MUOS will continue to support allthe legacy UHF SATCOM waveforms aswell as the Integrated Waveform (IW).The Joint Tactical Radio System (JTRS)terminal will host the MUOS 3Gwaveform and be the radio terminalthat supports MUOS. Due to the multi-year replacement oflegacy UHF radios with MUOS capableJTRS terminals and the inclusion of alegacy payload on MUOS satellites, therequirement to support legacy UHFSATCOM will continue throughapproximately 2024 (MUOS end-of-life). A need has been identified duringthis period for an interoperability (routeand retransmit) capability that willfacilitate two-way communications(voice and data) between usersoperating MUOS JTRS terminals andusers operating legacy UHF SATCOMterminals. Enclosure (1) entitledMUOS/Legacy UHF InteroperabilityRequirements provides the draftrequirements. Relevant work is similarto the requirements identified inEnclosure (1) entitled MUOS / LegacyUHF Interoperability Requirements. The applicable NAICS code for thiseffort will be 334119 with a sizestandard of 750 employees. Firmsare invited to submit the appropriatedocumentation, literature, brochures,and references necessary to supportthat they possess the requiredcapabilities necessary to meet orexceed the stated requirements inEnclosure (1)and submit a proposedrisk mitigation strategy, not to exceedthree pages, that addressesthe following risks: 1) Managementand Control; 2) Data rate translation;and 3) Interface to the MUOSterrestrial backbone. Maximum page limitation is ten (10)pages on all data submitted, includingthe three pages for the risk mitigationstrategy.Responses shall be submitted toSPAWARSYSCEN Atlantic, via e-mail torobin.rourk@navy.mil and must bereceived by 17 July 2009. In addition to the above, responsesmust include the following: (1) name,address, telephone number, emailaddress, and CAGE code of firm; (2)size of business, including: averageannual revenue for past three yearsand number of employees; (3)ownership, indicating whether: Large,Small, Small Disadvantaged, 8(a),Women-Owned, HUBZone, Veteran-Owned and/or Service-Disabled-Veteran-Owned Business; (4) numberor years in business; (5) affiliateinformation, including parentcorporation, joint venture partners,potential teaming partners, primecontractor (if potential sub) orsubcontractors (if potential prime); (6)a list of customers for relevant workperformed during the past five years,including a summary of similar workperformed (similar to enclosure (1)),contract number, contract type, dollarvalue for each contract referenced, anda customer point of contact with phonenumber. NOTE REGARDING SYNOPSIS: Thissynopsis is for information andplanning purposes ONLY and is not tobe construed as a commitment by theGovernment. This is NOT a solicitationannouncement for proposals and nocontract will be awarded from thisannouncement. This notice is amarket research tool being used todetermine the availability andadequacy of potential business sourcesprior to determining the method ofacquisition. No reimbursement will bemade for any costs associated withproviding information in response tothis announcement, nor any follow-upinformation requests. Respondents willnot be notified of the results of theevaluation. Based on the analysis ofthe responses hereto, the Governmentreserves the right to consider a set-aside for one of the small businesspreference groups (i.e., 8(a), SDB,SDVO, etc.).
