- Bureau of Land Management Invitation for Bids, L09PS00841 8 Fiberglass Storage Tanks 25,000 Gallons for the Malta Field Office, 501 S 2nd Street East, Malta, MT 59538.REQUIREMENTS 2.01. Single-Wall Fiberglass Reinforced Plastic (FRP) Underground Storage Tanks A. Loading Conditions Tank shall meet the following design criteria:1. Internal Load Tank shall withstand a 3-psig air-pressure with 3:1 safety factor2. The tank shall be designed to withstand a vacuum of 3 psig, with a factor of safety of 3. 3. Surface Loads Tank shall withstand surface H-10 axle loads when installed with the top of the tank 2 below the design surface of the ground. 4. External Hydrostatic Pressure Tank shall be capable of being buried in ground with 6' of overburden over the top of the tank, the hole fully flooded and maintain a safety factor of 3:1 against general buckling.5. Up Lift caused by saturated soils and bedding material. The tank shall be designed to withstand all expected loads with a factor of safety of 2 associated with uplift and associated reactive loads from the tie downs, and ballast 6. Tank shall support accessory equipment such as internal pump platforms, drop/fill tubes, submersible pumps and ladders when installed according to tank manufacturers current Installation Manual and Operating Guidelines.7. The tanks shall be constructed to allow them to be stored on the surface of the ground on cradles of the manufactures design without sustaining any structural or visual damage, until they are installed.8. The manufacture shall provide a min of 2 lifting points along the top of the tank. The tanks shall be designed to be supported by these lifting points during loading, off loading, and installation. B. Product Storage1. Tank shall be capable of storing stock water with specific gravity up to 1.1.2. Tank shall be vented to atmospheric pressure. C. Materials1. Tank shall be manufactured with 100% resin and glass-fiber reinforcement. No sand fillers.2. The laminate materials used in the internal coating system of a stock water tank shall conform to all applicable requirements and standards.3. Rib size and spacing shall be as per manufactures design to withstand loads specified in section 2.01. A D. Tank Dimensions 1. Tank shall have nominal capacity of 25000 gallons.2. Tank shall have nominal outside diameter of 10 feet.3. Tank shall have approximate nominal overall length of 48 feet. 2.02. Accessories A. Anchor Straps1.Supplier shall provide anchor straps with a capacity 2 times the expected uplift forces to be encountered. 2.Number and location of straps shall be designed and specified by tank manufacturer. See 2.01.A.5 B. Man-ways1.Each tank shall have a manway, it shall be flanged and a minimum of 30"-nominal diameter, complete with gasket, bolting hardware and FRP cover. 2.Actual location shall be shown on tank shop drawings, and approved by Contracting Officer.3.Each manway shall have an extension constructed of FRP. Length requirement is shown on the drawings and will be approved on shop drawing. The extension shall be designed to withstand all expected loads, and an H-10 axial load. The tanks is required to have at least one manway, and extension (see dwg).4.Approved shop drawings shall show exact location, and dimension of the manway and associated fittings. C. Fittings1.Each tank shall have two air vent fittings at the top of the radius of the tank as shown on the drawings. These fittings shall be 4 dia. flat-faced and flanged, and shall conform to ANSI B16.5 150 # bolting pattern, as show on the drawing.2.Each tank shall have (2) FRP bottom dome nozzles 4 dia., they shall be flat-faced and flanged, and shall conform to ANSI B16.5 150 # bolting pattern. As shown on the drawings.3.Each tank shall have a FRP top dome nozzle 4 dia., they shall be flat-faced and flanged, and shall conform to ANSI B16.5 150 # bolting pattern. As shown on the drawings.4.All FRP and PVC nozzles shall be flat-faced and flanged, and shall conform to ANSI B16.5 150# bolting pattern.5.Supplier shall provide shop drawings for approval of the location and physical characteristic of all fittings for approval to the contracting officer. D. Access Openings (for use with stock water tanks)1.FRP access openings shall be 30 in diameter2.PVC Risers and FRP lids shall be provided by the tank manufacture for field installation on access openings.3.Access opening shall coordinate with the fittings on the tank. Field modification or fitting is not acceptable.4.Hinged and Lockable manway extension. Total height to be 48 w/ the entire extension gel coated. Color of gel coat shall be tan. E. Storage cradles1.The supplier shall provide storage cradles, blocking, or other means of tanks support so that the tanks can be stored on the ground without causing physical, structural, or visual damage to the tank or any of its fittings, attachments, or primary structure. TESTING1.Tank shall be tested before shipping to assure that all the design criteria listed in this specification are met. Provide independent certification of tests results. WARRANTYA. Warranty shall be manufacturers warranty for underground water and potable water tanks in effect at time of delivery and extend 1 year after the tanks are installed. Delivery is 30 days after date of award. Drawings and additional specifications will be attached to the solicitation. The solicitation will be posted on or about Tuesday, July 7, 2009. This is a 100% set-aside for small business. The standard NAICS classification is 326199. Size standard is 500 employees. Bids are due Tuesday, August 4, 2009 by 11:00 AM Mountain Time.
