Description
Draft SOW Sources Sought Aircraft Prototype Facility (APF) Research, Development Test & Evaluation Support June 29, 2009 N00421-09-R-0119 The Naval Air Systems Command Aircraft Division (AIR 2.5.1.7), Patuxent River, MD 20670 announces its intention to procure on a competitive basis, support services. This requirement is to provide RDT&E support to fulfill the mission of the Aircraft Prototype Facility (APF). The primary mission of the APF is to support warfighter needs through the use of innovative and rapid prototyping systems engineering solutions. The APF is aligned with the Aircraft Prototype Systems Division, Code 5.2.8, which operates under the umbrella of the Range’s Department’s Air Vehicle Modification and Instrumentation’s (AVMI) Organization. The APF is supported by a small standing Government staff to support a wide variety of transit customers. The APF is designed to house a diversity of projects, requiring security protection beginning at General Secret and ranging upward to Top Secret / Special Access. Platforms will include, but not be limited to F/A-18, E-2, V-22, EA-6B, Unstaffed Air Vehicles of many varieties and the SH-60. The initial secure facility configuration will consist of three large office areas capable of housing project teams of up to 20 individuals each, machine tooling spaces, secure networking capability, and an aircraft sized hangar. The contractor shall provide qualified personnel, material, facilities, equipment, software, training, program and project management, and engineering, technical and production support. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS for this requirement is 541710 with a size standard of 500 employees. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Incumbent: N/A Set-Aside: TBD Contract Type: This will be a cost-plus-fixed-fee RDT&E contract awarded on a best value basis. Firm-fixed-price tasking will also be included in this contract. Attachments: Draft Statement of Work Milestones: NAVAIR anticipates procurement milestones to occur on or around the following dates. Solicitation Issued: October 16, 2009 Contract Award: May 5, 2010 This notice is for information purposes only. REQUIREMENTS: See attached draft SOW. SUBMITTAL INFORMATION It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) for the attached draft SOW. The capabilities statement shall demonstrate the company’s ability to perform the services in the attached draft SOW. This document must address, at a minimum, the following: 1) prior/current corporate experience performing efforts of similar size and scope within the last 3 years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the draft SOW, 2) company profile to include number of employees, annual revenue history, office location, DUNS number, and a statement regarding current small business size status, 3) company’s ability to perform 50% of the work, 4) company’s ability to begin performance upon the anticipated contract award date of 1 May, 2009.
