- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Sources Sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8 (a) small businesses; veteran -owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NCI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought notice or the NCI's use of such information as wither part of our evaluation process or in developing specifications for any subsequent requirement. THIS IS STRICTLY MARKET RESEARCH. QUESTIONS REGARDING THIS MARKET RESEARCH WILL NOT BE ENTERTAINED. The National Cancer Institute's (NCI) Division of Cancer Control and Population Sciences (DCCPS) is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) code 541511, with a size standard of $25,000,000 per annum. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. The Division of Cancer Control and Population Sciences seeks to expand the capabilities of its Surveillance, Epidemiology and End Results (SEER) program beyond its present utilization of electronic pathology records in the collection of population-based cancer surveillance data to include electronic records from the other data sources necessary to support overall data collection requirements. All eligible small business concerns responding to this Sources Sought Announcement shall demonstrate an understanding of the utilization of coding algorithms and natural language programming approached to identify and code cancer related data elements from free text electronic medical records. Additionally, eligible small business concerns shall also demonstrate an understanding of or capabilities in the following; (1) SEER Central Cancer registry operations and the use of Central Cancer Registry data management systems, and (2) caBIG philosophy, principles, and methods, (3) project management best practices, (4) current and potential cancer surveillance data elements and their sources, (5) data quality control methods and procedures, (6) scientific manuscript preparation and publication. In addition to the above, all eligible small business concerns must document; (1) the ability of their staff (at all levels) to interact on a daily basis; and to present on a monthly basis the status of tasks and resolve contract related issues with NCI personnel (by phone or in person), and (2) the ability to obtain the commitment and cooperation of at least one SEER registry as a partner in this project. Interested qualified small business organizations should submit s tailored capability statement, not to exceed 20 single-spaced pages (including all attachments, resumes, charts, etc.) using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Evanthia Papadopoulos, Contract Specialist, at papadopoulose@mail.nih.gov in either MS Word, Wordperfect, or Adobe Portable Document Format (PDF), by Wednesday, July 15, 2009, 3:30PM, EST. All responses must be received by the specified due date and time in order to be considered. "Disclaimer and Important Notes. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
