- This is not a Request for Proposal. This is a sources sought notice only. The U.S. Department of Housing and Urban Development is performing market research to identify potential interested sources that have the skills and extensive experience performing financial and quality control reviews of nonprofit housing organizations that receive Federal funding. Back Ground: The Office of Single Family Housing, Division of Program Support (PSD) is responsible for the administration and oversight of the Department’s Housing Counseling Program. The Division of Program Support approves qualified organizations to participate in the Housing Counseling Program, provides training to participating agencies and awards competitive grant funds to support housing counseling activities. The Housing Counseling Program is governed by the provisions of the HUD Housing Counseling Program Handbook 7610.1, 24 CFR Part 214 Final Rule, applicable Mortgagee letters and other applicable OMB regulations. All agencies participating in the program must conform to these policy guidelines. Additionally, organizations that receive housing counseling grant funds under the program must also comply with all requirements and provisions outlined in the grant agreements and applicable HUD and OMB regulations that govern agencies receiving Federal financial assistance. To enhance PSD’s ability to provide a more comprehensive approach to monitoring agencies for financial compliance and quality control, contractor services are needed to perform detail financial and administrative reviews of each national intermediary organization that receives Federal funding to support housing counseling activities. The objective would be to obtain capability statements of contractor(s) that have the ability to conduct financial and quality control reviews of each National Intermediary organization participating in the Housing Counseling Program (HCP), in order to evaluate and assess level of compliance with: (1) Provisions and requirements outlined within Housing Counseling Grant Agreements, specifically with regards to the grantee’s record keeping, allowable expenditures, financial documentation, accounting and administrative controls and audit requirements; and (2) All applicable OMB and HUD administrative and financial requirements including but not limited to: HUD regulations 24 CFR Part 214, 24 CFR 84 (for nonprofits), OMB Circulars A-110 (Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Nonprofit Organizations), A-122 (Cost Principles for Nonprofits Organizations), and A-133 (Audits of States, Local Government, and Nonprofits Organizations). Sources Sought Content: Any written responses is requested to be limited to 25 pages (letter size) in length, single-spaced, 12 point font minimum. Responding vendors shall submit capability statements that demonstrate extensive experience performing financial and quality control reviews of housing organizations that receive Federal funds and have the resources and infrastructure to perform the reviews nationally. Include a two page company profile to include Small Business Administration (SBA) business size classification, number of employees, Cage Code, DUNN’s number, customer base, and a description of the company’s past experience and performance. Provide a point of contact that can discuss the material submitted.
