- Solicitation - VA-259-09-RP-0280 Department of Veterans Affairs - VA Montana Healthcare SystemPosted: June 30, 2009 Due: July 31, 2009 POC: Contracting Officer Jeanne Plummer (406) 447-7886 The VA Montana Healthcare System at Fort Harrison requires same day delivery service of small packages throughout Montana. Fort Harrison is located five miles outside of Helena, Montana city limits. The size of the laboratory specimen boxes will average 22" by 22" square or less in size, and some return boxes containing supplies may be somewhat bigger. Two to six boxes containing laboratory specimens will require transportation to the Ft. Harrison campus from each of the seven VA Community Based outpatient Clinics, CBOC's, daily Monday through Friday. In addition, medical supplies requiring same day delivery may also be transported to Ft. Harrison from the clinic sites. Boxes being returned to the clinic sites (empties and some containing supplies) will be picked up in the afternoon/evening and delivered back to the clinics the next day; Friday's pickups will be delivered back to the clinics the following Monday. The following distances are taken from State of Montana city-to-city mileage guide (one-way) estimated and are for information purposes only. Actual mileage from CBOC's to Fort Harrison may vary: Anaconda 83 miles one wayKalispell197 miles one way Bozeman95 miles one wayLewistown129 miles one way Great Falls89 miles one wayMissoula116 miles one way Havre180 miles one way Contractor shall be licensed and fully bonded to perform courier/ delivery services in the state of Montana and shall provide evidence of such to the Contracting Officer with the submission of this Request for Proposal. Contractor is responsible for meeting all DOT and OSHA regulations for the specified service. Items shipped may include, but not limited to UN3373 Biological Substance Category B. In accordance with P.L. 109-461, this acquisition is 100% Set Aside for Service Disabled Veteran Owned Small Business concerns. See FAR 52.219-27, Notice to Total Service Disables Veteran Owned Small Business Set Aside for this solicitation for information in regards to requirements in order to be considered for award. Offerors must be registered in VetBiz Registry on the web located at http://www.vip.vetbiz.gov/ under the applicable North American Industry Classification System Code (NAICS) is 492110 and the small business size standard is 1500 employees.
