The Bureau of Land Management (BLM), Oregon State Office, plans to award a sole source purchase order to Lotek Wireless to provide 9 Lotek GPS 4400S Wildlife Collars with mortality sensors and advanced scheduling options, as well as associated accessories. Lotek wireless collars are currently being used on an existing project. In an effort to create ease of the facilitation of acquired data, ease in the analysis of acquired data, and interchangeability between existing collars and new mini-drop-off mechanisms and battery packs, Lotek equipment is required for this supplemental order. The SALIENT CHARACTERISTICS of the Lotek wireless wildlife radio collars and mini-drop-offs are as follows: (1) UHF monitoring system must contain a GPS receiver with at least 16 channels, a UHF and VHF modem and tracking beacons, a computer/memory module, data download speed with a non-differential of 10 records/second and a differential of three records/second for highly accurate position readings, and have replaceable battery packs available for use with this product. Collars must operate on UHF frequencies between 420-460 MHz (specific required frequencies are listed below) and VHF frequencies between 148-174 MHz, have the ability to download both data and diagnostics while in the field, and include a mortality delay. Total collar weight should be approximately 450g for use with deer and other small wildlife animals. Remote data download, collar re-programming, and host software and training video is also required. (2) Mini-drop off mechanisms must allow the Government to recover the animal tracking collar without the complexity of recapturing the animal. The mini drop-off mechanism must fit and be compatible with any Lotek wireless wildlife GPS or VHF collar, old or new, weigh no more than 70 grams (including the mounting hardware), have an expected life of 24 months, operate in temperatures of -20 degree Celsius to +50 degrees Celsius and can successfully be stored at -50 degree Celsius to +70 degrees Celsius without any affect on product performance, allow time to be programmed in one-week increments with a supplier pre-set of 60 weeks on each drop-off mechanism, and have a time drift of no more than 1-hour per year. All vendors submitting a quote to provide the items listed below are asked to ensure that they include the aforementioned salient characteristics. A vendor that has the ability to supply Lotek products is the preferred source of supply. This is a COMMERCIAL ITEM acquisition, and the following will be required: DESCRIPTION OF WORK - The resultant contract will be a FIRM-FIXED PRICE contract for the SUPPLY of WIRELESS WILDLIFE RADIO COLLARS & ACCESSORIES for the Bureau of Land Management Roseburg District Office in Roseburg, Oregon. This contract requires the SUPPLY and DELIVERY of the following ITEMS: (1) 9 LOTEK GPS 4400S - UHF Monitoring System suitable for tracking and monitoring wildlife behavior (see frequencies noted below) (2) 22 Mini-Drop-Off Mechanisms with Wings for GPS 4400S Collars; Timed and pre-programmed to 60 weeks; (3) 22 UHF Battery Packs for GPS 4400S Collars - Product Number 3B50. Desired frequencies for the GPS 4400S are as follows: 151.685, 151.675, 151.665, 151.655, 151.645, 151.635, 151.625, 151.615, and 151.485. The NAICS Code applied to this solicitation is 334290 with a SIZE STANDARD of 750 employees. DELIVERY LOCATION AND ACCEPTANCE: All supplies shall be delivered to 777 NW Garden Valley Blvd. Roseburg, OR 97457. Final inspection and acceptance will be performed by the Government at the place of delivery by August 4, 2009 between the times of 7:45 AM and 4:30 PM Pacific Standard Time. In an effort to schedule receipt of the delivery, the contractor shall contact the Contracting Officer Representative on the day prior to delivery.
