Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to enter into negotiations on a full and open competition basis on a firm fixed price (FFP) contract for a high-speed curvature sensing adaptive optic (AO) system for China Lake's beam control (BC) testbed. This system shall demonstrate the following: 1) Operation with an extended object without external illumination, but from a broadband ambient environment.2) Use the concept of curvature sensing for correcting atmospheric optical aberrations in real time. This will require the development of custom software for solving the intensity transport equation and provide interface to all the subcomponents such as deformable mirror (DM) and cameras in order to reconstruct wavefront and hence correct for turbulence. 3) Operation with both simulated laboratory targets and outdoor targets 4) Simulation of experimental results5) Operatability in visible to near infrared and scalable to midwave infrared (MWIR)Requirements for the high-speed curvature sensing adaptive optic (AO) system for China Lake's beam control (BC) testbed are as follows: 1) Working input aperture shall be between 1" and 2". The government will provide the breadboard or optical table (3'x 6' or smaller) at the installation site. 2) The system shall include a target simulator with broadband characteristics. The target shall be representative of an extended object. 3) The system shall include an atmospheric simulator, capable of playing back pre-stored turbulence realizations. The system shall have the flexibility to remove this simulator and insert outdoor turbulence into the path. 4) The system shall include a deformable mirror for correcting atmospheric aberrations in real time; the number of actuators shall be at least 60. Desired bandwidth shall be 1 kHz or more. 5) Provisions shall be made for AO control of a government-furnished low power laser at wavelength around 1 m. 6) Software source code and documentation shall be provided to allow for making potential changes. 7) Optical layout shall be user-reconfigurable to allow the government to perform desired experiments with different configurations. 8) The system shall include a government-furnished personal computer. The specifications will be provided as needed. NOTE: System shall be delivered and installed at China Lake, prior to 30 Aug 2009. The Deliverables for this action shall include assembly at China Lake, Ca on a government-furnished optical table with two days of training. The Vendor shall provide all software documents and instruction manuals for this system.The solicitation with a detailed list of requirements will be posted on the Navy Electronic Commerce Online Website at http://www.neco.navy.mil and the FEBBIZOPPS website at http://vsearch2.eps.gov/servlet/searchservlet on or about 7/15/2009. The solicitation will close on or about 7/23/2009. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database.All responsible sources may submit a quotation that will be considered by the agency. Responses must include all information requested in the written Request for Quotation (RFQ). Evaluation for the award will consider past performance, price and other factors including technical capability.
