- United States Department of Education, Office of Federal Student Aid (FSA), Project Management Office (FSA PMO) envisions the standardization of project management across Federal Student Aid. The need for standardization was a major reason for the establishment of the FSA PMO. To assist in this standardization, FSA PMO is seeking Project Management Software Tools that will standardize PMO processes within FSA. This is a combined synopsis/solicitation for commercial brand-name equivalent items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Department of Education, Office of Federal Student Aid is interested in a brand-name equivalent to the Processes on Demand product, which is a HTML based project management process solution designed to provide templates and process tools for project management use. All alternative products shall meet or exceed the features and functionality outlined in Attachment A: Requirement Document. Although the government is most interested in identifying small business sources; however, this solicitation is not a small business set-aside. Interested parties shall submit their response via electronic mail to the identified contacts in Adobe PDF or MS Word format and shall include the following: 1) Address how its product meets or exceeds the features and functionalities outlined in Attachment A; 2) Quote for the proposed product solution including price for the base 12-month license and maintenance along with two (2) annual renewal pricing as Options; 3) Two (2) current users of proposed product solution (government or corporate) including Point of Contact Information (Name, Phone Number, Email Address). Responses to this notice shall be sent to Mr. Alex Mavroukakis at alex.mavroukakis@ed.gov and Ms. Dega Hussen at dega.hussen@ed.gov. All interested parties must respond by the due date and time. No extensions or exceptions will be granted. The Government will evaluate the total cost of the base and option years and intends to make an award to the lowest priced offer. The Government will not consider yearly price increases more than the greater of the PPI or 4%.
