- Description
- The U. S. Geological Survey, Central Region Geographic Information Office has a requirement for high-resolution digital elevation data developed from Lidar over 1002 square miles to cover the Bayou Meto and Lower Arkansas watersheds. USGS has the opportunity to obtain all this data from Arkansas Natural Resources Commission (ANRC) formally known as Arkansas Soil and Water Commission at 25 % of the cost of the entire project due to a partnership agreement between the USGS and ANRC. Requirements are as follows: Acquire high-resolution digital elevation data developed from Lidar. The data shall meet vertical and horizontal accuracy as stated in the NDEP guidelines for digital elevation data for NSSDA of 95% confidence interval for 2-foot contours (horizontal accuracy of 1.33 meters (4.39 feet) and vertical of 18.5 centimeters RMSE). The digital terrain data shall be hydro-enforced using photographic methods and will include breaklines. The data shall be collected with leaf-off conditions when there is no snow on the ground and water features are at below-normal water levels. The average laser ground sample distance (GSD) will be 1.0 meters. A bare earth model with vertical accuracy on flat, bare ground of 15 centimeters or better and 40 centimeters or better in vegetation or on hillsides (overall accuracy meeting NDEP guidelines of 18.5 centimeteres RMSE) will also be produced from these data and made as a deliverable to USGS. Automated and manual filtering for bare earth creation, removing 95% or greater of artifacts, outliers, voids, systematic and random errors, noise, anomalies, man-made features and vegetation are to be used. The resulting digital terrain data shall support production of 2- foot contours. USGS will convert the digital terrain data to 1/9 Arc DEM and ingest into NED. The data will be collected during the Spring of 2009 and shall be delivered by September 30, 2009. Based on information available at this time, the government considers the item specified as a sole source from Arkansas Natural Resources Commission, 101 E. Capitol Avenue STE 350, Little Rock, AR 72201 and proposes to negotiate with that firm only. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required item stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered a non-response to this request without further consideration. Affirmative response shall be received by this office by close of business July 9, 2009 by 3:00 P.M. Mountain Standard Time. This notice represents the Government's only official notice of this procurement.
