- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren, Virginia, 22448-5l00, plans to competitively procure NEW Physical Properties Testing Equipment (1 each) consisting of a table model dual-column universal test machine 5kN (1,250 lbf) capacity, 0.001-1500 mm/min (0.00004in/min to 60 in/min) speed range, 1640mm (64.6") extra high travel extension variant for longer test specimens, load cell at/near maximum capacity, 20lbf load cell, wedge action mechanical adjustable grips, a set of Cord/Yarn smooth capstan gr! ips appropriate for optical fiber (~25mm OD), control panel, integrated pc control and data acquisition workstation, universal test machine application software, specimen grips, etc.. as set forth herein. System shall be capable of tension, compression, peel, tear, friction, and proof testing. Equipment features include: 250:1 force measurement range, load accuracy of +/- 0.5% of indicated load, 1000 HZ synchronous data acquisition rate for all channels, hardware control panel, automatic transducer recognition for load cells/ext., replaceable load cells, data acquisition hardware and software, reporting & graph packages, compatibility with environmental chamber. (see attachment for government's minimum specifications). Simplified Acquisition Procedures will be utilized in the award of a firm fixed price (FFP) delivered (F.O.B. Destination) product. Bidders who respond to this notice shall supply, as part of their quote/bid, the following: Quote, payment terms, delivery schedule (ARO), Pricelist information and previous order information for same or similarly sold units IAW FAR 13.106-3, D&B#, CCR Status, ORCA status, and shall not be listed on th! e Suspended or Debarred Listing (EPLS) at time of award. Billing shall be made through the electronic Wide Area Workflow System (WAWF): https://wawf.eb.mil/ The government is seeking new equipment, not refurbished as a result of this notice, with a minimum of a year warranty. This is a combined synopsis/solicitation. There will be no written solicitation issued as a result of this notice. These items shall be shipped to the Receiving Officer, 6620 Tisdale Road, Naval Surface Warfare Center, Dahlgren, Virginia 22448-5114.
