Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91248-09-R-0019 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those included through Federal Acquisition Circular 2005-33. The NAICS Code is 333999 and the small business size standard is 500 employees. Acquisition is restricted to RESQTEK dealers for the following items: Eight (8) each RESQTEK 290 Ton Airbag Packages consisting of: 2 each NT8 Hard Cases (P/N 8700.1132); 2 each NT8 (145 ton) NT Air Bags (P/N RB0132); 1 each Load Plate Key Wrench (P/N RBK000); 2 each Point Load Plates (P/N RBLP03); 2 each Load Plate Plugs (P/N RBP075); 1 each Double Male Closed Plug (P/N RBPC50); 1 each Pressure Regulator (P/N RBR600A); 1 each Storage Case (P/N RBSC00); 1 each NT Dual Handheld Controller (P/N RHC 530); 2 each 10m (32.5) Fill Hose (P/N RHR105); 1 each 2m (6.5) Regulator Hose(P/N RHR950) ; and 2 each Shut Off Hose Assemblies (P/N RHS 200). In addition to the eight 290 Ton Airbag Packages, the following supplies/services are required: 4 each 6 pt. plus cribbing sets (w/600 blocks); 16 each Rubber Mats with Handles; 24 each 600 crib blocks and 16 hours of training for up to 65 personnel to be conducted on site. The basis for restricting competition to RESQTEKs system is that it is the only manufacturer of an airbag system that has a working pressure of 145 psi, capable of lifting a minimum of 290,000 pounds with interconnecting closed metal connectors on each bag; with each bag lifting over 26 inches. The complete airbag system provides superior safety and control by allowing the user to inflate and deflate the airbag systems independently. The provision at 52.212-1 Instructions to Offerors Commercial Items is applicable and is tailored as follows: Paragraphs (b)(4), (d), (e), (h), (i) and (l) are deleted. This provision is also addended to incorporate 52.252-1 Solicitation Provisions Incorporated by Reference (Fill-in information - www.gsa.gov); 52.204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.216-1 Type of Contract (Fill-in information, firm fixed-price); and 252.204-7001 Commercial and Government Entity (CAGE) Code Reporting. The provision at 52.212-2 Evaluation Commercial Items is applicable; evaluation factor is Price. The Government intends to make a single award to the low priced, technically acceptable, responsive and responsible offeror whose offer is most advantageous to the Government considering only price.
