Description
ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA Medical Center, Perry Point, Maryland is seeking qualified A/E Firms to furnish professional services for the design of Project No. R512-09-309, to provide all necessary design to prepare construction documents (CD's) for the installation of a new heating, air conditioning and ventilation system in buildings 3H, 4H and 5H that is appropriate for administrative space. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE RECOVERY ACT, THIS ACQUISITION IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) CONCERNS VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract. The applicable North American Industry Classification System Code (NAICS) for this procurement is 541310. To be considered a small business under this code the SBA size standard must not exceed $4.5 Million dollars average annual gross revenues for the past three fiscal years. The construction cost range for the project is between $100,000 and $250,000. Determine the appropriate system considering the availability of existing steam and chilled water to each building. Take into consideration that buildings will be occupied during construction and determine the least invasive method possible for construction. Consider using attic and crawl spaces for duct runs and the rear of the buildings for possible equipment locations. Leave the existing steam radiator heat in place if necessary to meet budget and reduce disruption. Perform investigation to include review of existing drawings and other documents, and a site investigation to confirm locations, sizes and capacities of utilities and to verify the exact location and appropriate architectural features for the building additions, if any. Generate an Investigative Services report with a plan that nails down the locations and sizes of the proposed building systems (HVAC, electrical). Construction Documents: Electrical - As determined by review of existing drawings plus field verification. Mechanical - As determined by field survey as well as existing drawings and field verification. Fire Protection - As per NFPA requirements. Architectural - Provide single story equipment rooms if necessary. Plumbing - As determined in the Investigative Services report. Construction Period Services - Provide review of submittals, responses to Requests for Information (RFI), site visits for pre-bid conference pre-construction conference, progress inspections and final inspection, and as-built drawings after completion of construction. The following evaluation criteria will be used during the A/E selection process: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to perform the work in the required time; (4) Past performance on contracts with the government agencies and private industry; (5) Location in the general geographical area of the project and knowledge of local conditions and codes. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Due to the need of multiple site visits and coordination on design reviews, consideration is limited to A/E firms with a working office located within a 120 miles radius of the VA Medical Center, Perry Point, Maryland 21902.
