- The United States Geological Survey, Pacific Islands Water Science Center, intends to award a non-competitive purchase order to EcoAnalysts, Inc. of Moscow, Idaho for identification and enumeration of benthic macroinvertebrate samples to be collected from streams in Hawaii. This service is for a base period of 120 samples from date of award through 31 March 2010, with option period of 40 samples from 01 April 2010 through 31 March 2011. Benthic stream macroinvertebrate samples are to be collected from streams on Maui, Hawaii as part of project number 9689DRM - "Development of a Benthic Macroinvertebrate Index of Stream Quality for Hawaiian Streams." These samples need to be processed according to the Wadeable Stream Assessment (WSA) protocols outlined in the U.S. Environmental Protection Agency Report EPA 841-B-04-007 (USEPA, 2004). It is imperative that these samples are processed under the prescribed quality assurance and in a timely manner to facilitate the completion of the project. It is also important that the samples are sorted, identified, and enumerated in a manner consistent with previous USGS benthic macroinvertebrate work in Hawaii. EcoAnalysts has previously sorted and identified over four hundred samples for the EMAP-West WSA program. EcoAnalysts, Inc. is familiar with the particularly unique taxonomy of Hawaiian stream benthic macroinvertebrates. Because of the unique taxonomy of Hawaiian streams, it is critical for quality assurance purposes that the same laboratory be used when developing a benthic macroinvertebrate index of stream quality. The benthic macroinvertebrate index of stream quality for Hawaiian streams will be developed using samples collected on Maui as part this acquisition and samples that were previously collected on Oahu and analyzed by EcoAnalysts, Inc. Laboratory continuity is essential. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(13)(i), other responsible sources that believe they can meet the requirement described above may submit a capability statement or quotation no later than the closing date of this announcement which will be considered by the USGS. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-33, effective 15 June 2009.
