Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch plans to procure the brand name Autogen Gene Prep Automated DNA Extraction System with Autogen; 84 October Hill Road; Holliston, MA 01746. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified acquisition procedures for commercial item. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. Facts and Reasons to Justify Other than Full and Open Competition 1. Statute Statute: 41 U.S.C. 253 (1) as set forth in FAR 13.106-(b)(2) and 13.501-(a)(1) (b) Solicitation from a single source. (2) For Sole source acquisition of commercial items in excess of the simplified acquisition threshold conducted pursuant to subpart 13.5, the requirements at 13.501(a) apply. No other requirement and/or type for supply or service will satisfy agency need. 2. Sole Source Justification: The Experimental Immunology Branch maintains a 16,000 mouse colony for the production of mice for research. This colony as well as other animal facilities generate >60,000 samples that require genotyping annually. The work has previously been completed using two Autogen 740 DNA extraction machines. It is critical to maintain the ability to process these samples in a rapid manner in order to maintain the current level of mouse census. The new machine has an increased throughput that will allow one machine to replace the two instruments currently in operation within the lab. The Autogen machine has the added advantage of using some of the same accessories (tubes) from the previous machines if desired. The instrument satisfying the Experimental Immunology Branch requirements shall meet the following salient characteristics: System shall: 1.be fully automated for the isolation of DNA from mouse tail/animal tissue. 2.have the ability of processing, unattended, up to 192 samples in 8 hours. 3.integrate the enzymatic digestion of up to 48 tissue samples simultaneously as part of the automated run. 4. have 6 independent reagent reservoirs, integral 48 sample swinging bucket rotor centrifuge module, shaking heater module and XYZ robotics sample handling. 5.be menu driven, microprocessor controlled with easy to use LCD touch panel screen. 6. utilize the same patented chemistry for nucleic acid comprising 6 steps done at ambient temperature currently being used in the requester’s core facility. System does not require a filter or column for the recovery of nucleic acids. 7. process 16 - 48 samples in specifically designed plastic centrifuge tube units (8 samples/tube unit) and be able to utilize currently used centrifuge tubes(6 samples/tube). 8.have the ability to process 0.5-3.0 ml volumes. 9. provide high quality DNA for direct use in Sequencing reactions, PCR, Southern blotting and more. 10. be a floor-standing instrument for ease of movement; dimensions are 60.4 inches high; 28.3 inches wide and 26.4 inches deep. 11.offer pre-programmed protocols and the ability to save up to 7 individual user programs. 12.have the ability to run unattended, overnight. 13.not use disposable pipette tips. 14. have a consumable cost of less than $0.80 per sample prep. Autogen is the only known manufacturer of this to provide the necessary comparable sample throughput, a high quality product, and an adequate degree of automation to serve the requirements within the lab. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM ET on July 14, 2009. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
