- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Naval Surface Warfare Center, Dahlgren Division intends to procure the following: 1 each - Rental of a Cessna 340 with 10 hours project flight time. The following requirements must also be met: Outfit the aircraft with DAS, KLWC and FSSP Probes; temperature sensor; transducers for pressure; GPS; and a trained data observer (data system operator/data acquisition technician). The trained data observer must have experience turning on weather instrumentation, monitoring the probes and downloading the instrument's data at the end of the flight. The trained data observer will be responsible for turning on the system, monitoring the probes during the flight for proper operation, downloading the data at the end of the flight, and disseminating the data to the scientist. Quotes must include all costs for the preceding requirements as well as associated charges for the aircraft transport to and from the project area; costs for pilot and associated per diem; insurance and hangar charges. The location of the flight will be Cape Canaveral, FL and the ten flight hours will takes place in a five week-day window within the required dates of availability of July 13 through July 24, 2009. NOTE: THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. FOB Destination, Dahlgren VA shall apply. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. The quote number is N00178-09-Q-3040 and is a request for quote. All responsible sources may submit a quote which shall be considered. A written request for quote will not be issued as all items are identified in this synopsis. Quote is due 6 July 2009, no later than 2:00pm (local NSWCDD time) with an anticipated award date by 8 July 2009.
