- RECOVERY: Requirement: The General Services Administration (GSA) is conducting market research and requesting expressions of interest from owners and authorized agents to purchase, or to obtain donated property, containing at a minimum 1,250 acres suitable for development. Any questions regarding this notice must be submitted in writing or by email to Christian Townsend at R03Site@gsa.gov. The general site criteria includes, but is not limited to: That it be contiguous Be within approximately 150 miles of the U.S. Capitol in Washington D.C. Provide geometry and topography suitable for development Have no landfills or hazardous waste contamination, on or near the site, for which cleanup would significantly impact project cost or schedule Be such that the developable area is not located within a 100 year flood plain or have other geological or environmental impairments Have reasonable access to power, water, telephone, cable or satellite and fiber optics Have convenient access to major traffic arteries and to food service establishments, retail services and hotels. The Government reserves the right to amend the area of consideration and/or site criteria. Expressions of interest in the project may be submitted no later than 07/20/2009 in email form to R03Site@gsa.gov, including the following information: Location address and map Site plan with size indicated and showing that the requirements above fit on site The following additional information will be accepted, but is not required, as part of the Letter of Interest: Aerial photos, topographic drawings and/or USGS maps Current zoning Title information and legal description Prominent features of the site Identification of existing structures Availability of public utilities such as water, sewer, electricity, and natural gas Records of the archaeological history of the site Records of any historic structures and cultural resources located on or in the immediate area of the site and any correspondence with the State Historic Preservation Office or local preservation authority Known Natural Resources Phase 1 Environmental Site Assessment (ESA) of the site Legal description Land cost Other information about the site Information submitted by agents must be accompanied by documentary evidence of the agent's authority to represent land owners.
