- Evaluation Criteria Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13 and in the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NEEC0000-9-08472, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The NAICS Code is 541360. This is not a set-aside for Small Businesses. The National Oceanic and Atmospheric Administration (NOAA) is soliciting for Near Real-time ENVISAT C-Band Advanced Synthetic Aperture Radar (ASAR) Data in accordance with the attached Statement of Work. The Government's intent is to award a firm-fixed price purchase order for a base year and three one-year option years. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference. The provisions and clauses may be downloaded at http://www.arnet.gov/far. FAR Clause 52.212-1, Instruction to Offerors - Commercial Items, applies to this acquisition and there is no addenda to this provision. The provisions at FAR Clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The award shall be made on a best value basis; technical and past performance, when combined are significantly more important than price. The evaluation criteria, weighting and ratings are attached. FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision, offerors must include a completed copy with their offier. Failure to provide a copy of the Reps and Certs will disqualify the offer submitted. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.217-5, Evaluation of Options, FAR 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract; In addition, Department of Commerce clause 1352.209-72, Restrictions Against Disclosure (March 2000) applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1315 East West Highway, Room 10100, Silver Spring MD 20910, to be received no later than 1:00 p.m., July 21, 2009. Responses should be emailed to Robin.Prather@noaa.gov. Responses must be no more than 25 pages. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote. Reference the solicitation number on your quote. The Government may award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered.
