Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. Brand Name only is required for Items 18-23 aspermitted under other than full and open competition under FAR 13.5, Test Program forCertain Commercial Items and FAR 35.501 states acquisitions under this part are excludedfrom the requirements in Part 6. Purchasing the brand name, Meridian Technologies, foritems 18-23, enables the Government to keep the current configuration intact for thecable television system. The six Meridian Technologies line items, item numbers 18-23,are for fiber optic video transmission equipment. These line items are to be integratedinto the cable television system that is already owned and currently operational at NASAGSFC Wallops Flight Facility. As such the modular slide-in cards must be instrementedinto an already NASA owned rack mount equipment chassis which must have exact physicaland electrical characteristics which prohibit using products from any other manufacturer. Meridian is the original manufacturer of this current system and the only known sourcefor performance of this system. Since Meridian's design and documentation of thisequipment is proprietary and therefore not legally available to third party vendors, thetechnical information required for the manufacturer of these items are the property ofMeridian Technologies.This announcement constitutes the only solicitation; offers arebeing requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for Video Equipmentdescribed in the attached Video Equipment list and attached Video EquipmentSpecifications which describe quantities, units of measure, and specifications. BrandName only is required for Items 18-23.The provisions and clauses in the RFQ are those in effect through FAC 05-12-2005.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334290 and750 respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GSFC Wallops Flight Facility is required within 21 days ARO. Deliveryshall be FOB Destination.Offers for the items(s) described in the attached Video Equipment List and VideoEquipment specifications are due by 1630 EST on July 14 to NASA GSFC Wallops FlightFacility, Code 210.W, Amy Strong, Wallops Island, VA 23337 and must include,solicitation number, FOB destination to this Center, proposed delivery schedule,discount/payment terms, warranty duration (if applicable), taxpayer identification number(TIN), identification of any special commercial terms, and be signed by an authorizedcompany representative. Offerors are encouraged to use the Standard Form 1449,Solicitation/Contract/Order for Commercial Items form found at URL:http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. Addenda to FAR52.212-1 are as follows:If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Technical acceptability will be determined by review of informationsubmitted by the offeror which must provide a description in sufficient detail to showthat the product offered meets the Government's requirement.Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit andprice.Other critical requirements: such as delivery shall also be considered. It iscritical that offerors provide adequate detail to allow evaluation of their offer.
