- Federal Emergency Management Agency (FEMA) is assessing its resources and capabilities, including deployable housing structures that address federally declared emergencies and disasters in Alaska. This assessment encompasses the housing program area administered by the FEMA Disaster Assistance Directorate and is being undertaken to develop a comprehensive, cohesive Alternative Housing Solution. Local vendors in the State of Alaska are invited to assist FEMA with the research and development of Alternative Housing Solutions by: 1) providing alternative housing dwellings to house displaced occupants in EAGLE, YUKON FLATS REAA, YUKON KOYUKUK REAA, KUSPUK REAA and 2) providing a detailed description of how the dwelling can meet the expected use and comply with http://www.ahfc.state.ak.us/home/energy_rater_guide.cfm and BEES AND ALASKA MINIMUM CONSTRUCTION STANDARDS. The goals of this Request for Information (RFI) are to 1) identify and measure the suitability/cost of the proposed dwellings and the different available floor plans; 2) seek industry’s input into how production capability will be sufficient enough to potentially meet up to 30 structures within 30 days; 3) Seek industry’s capability to deliver, and/or build on location and/or prepare up to 30 units in the interior of Alaska by Sept. 1 2009; 4) Seek the capability of the vendor to provide a housing unit fully equipped with (or without) beds, kitchen, tables, bathroom (if applicable), appliances (please describe if gas, electric, wood burning etc) and all of the walls, cabinets, flooring, roof, installation, etc…; and 5) review all MSDS of the components for the entire structure. This RFI is issued to engage industry regarding the proposed dwellings production, delivery, and/or on-site construction capabilities. There are numerous factors and variables that must be considered when reviewing an alternative housing option viable for the extreme weather conditions in the interior of Alaska. Industry is asked to provide input into potential solutions that account for the factors and variables and provide alternatives. FEMA appreciates any and all replies to this RFI. All responses are to be used solely by FEMA as market research and FEMA will not divulge individual responses to the RFI outside of the FEMA. Companies responding to this RFI should indicate their business size in accordance with Small Business Administration size standards found in the Federal Acquisition regulation Part 19. All responses must contain the company name, street address, point of contact with phone number and email address, and URL to a company web site. If including proprietary information in the response ensure proprietary information is marked appropriately. It is requested, but not mandatory, that responses be limited to 25 pages or less. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and can not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
