Description
The U.S. Department of Energy's Atmospheric Radiation Measurement (ARM) Program is expanding the radar capabilities at its ARM Climate Research Facilities (ACRF). This involves the addition of a remote balloon launching facility at our North Slope of Alaska (NSA), Barrow, Research Site. This facility will enable radio sonde launches to take place on a regular schedule with little impact from severe local weather conditions that can at times cause launches to be canceled because operators are unable to reach the site. Performing balloon launches on a regular schedule in arctic climates can become a difficult, time consuming, even dangerous occupation. At the NSA site, access roads can easily become closed by blizzard conditions and cold temperatures can compromise the integrity of a launch. In order to maintain a set launch schedule it may be necessary to keep personnel on-site well beyond their normal working hours. The desire to increase the number of daily BBSS operations can make this effort extremely expensive. The implementation of a remote balloon launching facility that can launch a considerable number of balloons on a regular schedule unattended will allow for long-range cost savings and a safer operating environment. Battelle, Pacific Northwest Division, Management & Operating Contractor of the U.S. Department of Energy's Pacific Northwest National Laboratory (PNNL), is requesting proposals from prospective offers to provide a remote balloon launcher in accordance with the following: • Fill and launch radiosonde balloons (up to 800 g in size) with attached radiosondes automatically • Capable of performing at least 24 consecutive launches without attendance, including balloon filling (helium) and ground check procedures associated with the Vaisala Digicora radiosonde system • Provides storage location for helium • Capable of operating in extreme weather conditions, including high winds, blizzard conditions, extreme cold (-40 C) • Heated shelter for preconditioning/preparing balloons at 1-2 wk intervals • Ability to control and monitor launch schedule remotely • Capable of arbitrary, changeable launch schedule • Has a NIST traceable surface weather station for ground comparison The request for proposal can be found at http://www.pnl.gov/contracts/solicitations/ then RECOVERY ACT: Remote Balloon Launcher
