- THIS IS A REQUEST FOR INFORMATION ONLY. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include HubZone, Section 8(a), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NOTE: IF YOU DO NOT INTEND TO SUBMIT A BID ON THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. If an adequate number of qualified respondents in any small business category is not received (i.e. two or more responsible firms), the government reserves the right to issue the solicitation on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project. Project Description. The 125th Air Wing of the Florida Air National Guard and the assigned F-16 aircraft operationally require properly sited, adequately sized, and environmentally safe jet fuel storage and dispensing complex. The replacement of the existing regulated underground storage tanks are mandated by requirements of the Florida Administrative code that requires that all existing underground tank have secondary containment installed by December 31, 2009. This project consists of constructing a new aircraft fuel storage complex consisting of two 2,500 barrel aboveground fuel storage tanks complete with secondary containment, fixed roof and internal pans, loading and unloading facilities, fuel pump house, operations building, fuel equipment storage building, and refueler parking. This project will provide all site improvements, utilities, pavements, security fencing with gates, emergency generator, access road, area lighting, fire protection and communications support. An access road is required to the POL compound, and fencing with two motorized gates and one pedestrian gate. The project scope also includes the demolition of the existing five underground fuel storage tanks, one off-loading station, 2 fill stands. Project Site. Jacksonville ANG IAP is co-located with Jacksonville International Airport in northeast Florida. The proposed site location includes the current fueling operations area. The project site can be described as flat with minimal elevation change. For the existing fueling and adjacent facilities, shallow ditches provide for storm water collection and conveyances to an existing pond with the project area. This feature will be removed due to the construction. Functional Objective. The objective of the project is to provide two 2,500 BBL tanks with floating pan and containment, two fill stands and two off-load stations with containment (pumps at off-load island with shelter), a pump shelter, POL Operations building, fencing, R-11 and POV parking, and back-up generator. The project scope also includes the demolition of the existing underground storage tanks, and associated pumps, piping, shelters and equipment inside the existing fence. Two operational tanks are required to ensure flight operations are not interrupted during maintenance activities on the fuel storage tanks. Evaluation Factors include Proposed Construction Contractor Team Experience, Offerors Key Personnel Qualifications and Construction Experience, Offerors Subcontractor Qualifications and Construction Experience, Past Performance, Utilization of Small Business Concerns, and Price and Price Related Information. Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your companys capabilities. The potential bidders should provide brief references of relevant work they have performed and the magnitude of construction. Interested contractors must also include bonding information (on the bonding company letterhead) that the company has the capability to provide bonding up to $15 million. Receipt of potential offerors SOC shall be no later than fifteen (15) calendar days from the date of this notice by 4:00 pm.
