- This synopsis provides notice of the Government’s intent to solicit a proposal on a sole source basis from incumbent ManTech Systems Engineering Corporation, 12015 Lee Jackson Highway, Fairfax, VA 22033-3300 for 18,425 (Eighteen thousand four hundred and twenty five) hours of Engineering and Technical Services along with associated Travel and Materials for design, development, integration, installation, test, evaluation, fielding, certification, maintenance, and logistic tasks relating to Cooperative Identification (CID); Non-Cooperative Target Recognition (NCTR); Air Traffic control (ATC) equipment, systems and subsystems; and advanced technologies development in support of the Naval Air Warfare Center Aircraft Division (NAWCAD) tasking for programs sponsored by the Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Sea Systems Command (NAVSEA), Naval Inventory Control point – Mechanicsburg (NAVICP-M_, and other Department of Defense (DoD) agencies, United States Coast Guard (USCG), commercial entities and Foreign Military Sales (FMS) under contract N00421-04-C-0043 adding a cost plus fixed-fee level of effort Option V with a period of performance of approximately six months that will run from 1 September 2009 to 28 February 2010. This directed procurement is necessary as the current contract is scheduled to run out of ceiling 31 August 2009. The proposed additional six month option period is needed for continuing on-going projects currently being done under Contract N00421-04-C-0043 while the follow-on action is being completed. Due to the on-going nature of the projects currently being done under Contract N00421-04-C-0043 and the need to continue these services without a break in work, ManTech is the only practical source for providing the necessary continuation of these services until award of a follow on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 13 July 2009, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
