Description
It is the intent of the U.S. Army Engineering and Support Center, Huntsville, to issue a sole source purchase order for instructional services for the Dredging Fundamentals (Course #033), Session 09-03, 4-7 August 2009, Galveston, TX. Interested parties must be able to meet the requirements of this procurement. This course provides the student with fundamental theories and practices involved with dredging and the dredging process. Course objectives are Planning Process for Navigation Projects to include: Describing the dredging project authority and appropriation process; describing the planning process for investigations/studies; and describing the permitting process. The lead instructor shall be knowledgeable in each of the subject areas to be addressed in Dredging Fundamentals, and shall demonstrate specific expertise and experience for at least 10 subject areas. Subject matter areas include: Corps of Engineers dredging regulations, hydrographic surveying, hopper dredges, pipeline dredges, mechanical dredges, disposal site design, sediment characterization, contaminated sediment management, dredging project design, channel design for navigation, Corps of Engineers dredging contracts, dredging safety, dredge estimating. Educational requirements: The lead instructor shall have a masters of Science Degree in civil engineering, coastal engineering, river hydraulics, or other dredging related program, with an undergraduate degree in engineering or related technical sciences. Professional Practice. The lead instructor shall be a registered professional engineer (USA), have a minimum of twenty years experience in the dredging industry, including at least five years in private industry, and demonstrate a current and continuing technical role in the dredging industry and evolving technologies. Instructional Experience. The lead instructor shall have taught a minimum of five dredging-related courses of three to five days duration each, acting as lead instructor for at least one of these courses. At least three of the courses shall have been taught in the last five years. The lead instructor will submit a reference letter for each prior course from the course sponsor regarding the quality of teaching provided by the instructor. The lead instructor shall demonstrate a thorough working knowledge of the U.S. Army Corps of Engineers, their organization, navigation and dredging mission, and accomplishment of work. Assistant Instructors Qualifications: Subject Matter Expert. Each assistant instructor shall be knowledgeable in at least three subject matter areas to be addressed in Dredging Fundamentals and shall demonstrate specific expertise and experience for those subject areas which are taught by the Assistant Instructor. Education. Each assistant instructor shall have a Bachelor of Science degree in engineering (civil, coastal, river hydraulics, environmental), or related technical sciences. Professional Practice. Each assistant instructor shall have a minimum of five years experience in the dredging industry, and demonstrate a current and continuing technical role in the dredging and sediment management industry. This is a 100% set aside for small business.
