Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Atmospheric and Environmental Research, Inc. (AER) of Lexington, MA to provide analysis of CO2 and Greenhouse gases measurements. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA's) requirement to analyze available tower and aircraft CO2 and other greenhouse gas (GHG) measurements of 2004-2008 and design an optimal strategy for computing the corresponding footprints and lateral boundary conditions using the Weather Research and Forecasting/Stochastic Time-Inverted Lagrangian Transport (WRF/STILT) model run on the NASA High-End Computing resources. AER is uniquely equipped to perform the required software development because they have expertise with both the numerical modeling code and the NASA super-computing platforms which will be used to perform the work. AER is the only vendor that has access to run this model on the NASA super-computers. The period of performance for this is July 22, 2009 through December 31, 2009. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
