Description
DRAFT SOW w/o appendices The Centers for Medicare & Medicaid Services (CMS) intends to negotiate on a sole source basis with Texas Medical Foundation Health Quality Institute (TMF) to procure services and tools to CMS in support of the agency's efforts to reduce Medicare fee-for-service (FFS) improper payments in accordance with the Improper Payments Information Act of 2002, (IPIA). TMF developed the innovative First-look Analysis Tool for Hospital Outlier Monitoring (FATHOM) and Programs to Evaluate Payment Patterns Electronic Report (PEPPER). TMF will provide FATHOM/PEPPER to CMS, fiscal intermediaries (FIs), Medicare Administrative Contractors (MACs), other CMS contractors/entities, and inpatient acute short-term and long-term care hospitals/providers. The information provided by the TMF FATHOM/PEPPER is a valuable unique data analysis and educational tool that supports CMS' program integrity and Medical Review (MR) efforts and continued distribution of the PEPPERs to hospitals further helps to facilitate proactive monitoring that is necessary to prevent inappropriate payments. Because these programs were developed by TMF, they have the unique programming code, historical background, subject matter knowledge, and complex statistical and data analysis expertise to generate the reports. Therefore, TMF is the only source capable of updating and testing the programming code and providing the necessary training and support required. This acquisition will be conducted under other than full and open competition in accordance with the authority of 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302. This is not a Request for Proposal (RFP). The Government will not pay for information submitted in response to this notice. Organizations who believe they have the capability to meet the requirements described herein are encouraged to submit a capability no later than close of business on July 10, 2009. Capability statements shall be limited to two (2) single-spaced pages and shall be submitted via email to Stacey.Walker@cms.hhs.gov. If receipt is not acknowledged within one business day, you are encouraged to follow up to ensure receipt. If, upon review of any submissions, the Government deems TMF to be the only capable source, CMS will proceed with negotiations to issue a contract to TMF without further notice.
