- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch plans to procure on a sole source basis, the Human Methylation27 v 1.0 Assay Kit with Illumina, Inc; 9885 Towne Center Drive; San Diego, California 92121. The supplies are herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-(b) (1). The North American Industry Classification System Code is 325413 and the business size standard is 500 employees. The purpose of this requirement is for the NCI Genetics laboratory to undertake a micoarray genotyping project to identify Single Nucleotide Polymorphisms (SNP’s) and investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. The Illumina platform provides the most complete, accurate, and detailed analysis of the specimens. The HumanMethylation27 v1.0 Assay Kits consist of 50-mer oligos immobilized on microbeads embedded in an array format. They are manufactured on custom slides and contain >370,000 target loci. The proposed microarrays will be analyzed and scanned on the existing Illuminabeadchip scanner (NIH # 1558959, serial number S149) located in the Genetics lab. The Illumina Human HumanMethylation27 v1.0 Assay Kits are an advanced approach to addressing reproducibility and quality issues in microarray data. Because of the unique approach of using micro-beads as microarray targets, it is possible to hybidize to 30-40 replicate targets (the in-house printed slides are currently hybridizing to only a single target). By hybridizing to replicate targets, the lab can average data, which will provide reproducibility and quality never before possible. Further, due to the high density of the micro-beads, whole genome arrays are not possible on a single slide. In fact, multiple arrays (8) are manufactured on a single slide allowing multiple consecutive experiments to be performed, reducing labor and reagent cds. Illumina is the sole source offering HumanMethylation27 v1.0 Assay Kit format that are scannable on the BeadArray scanner. They are manufactured on custom slides and contain >3 tang loci. Each oligo on the beadchip is present at a 3l fold redundancy for a statistically powerful result unavailable from any other manufacturer. The SNP Genotyping Beadchip arrays allow analysis of both whole genomic copy number alterations and loss Sheterozygosity in the same analysis. Illumina's beadchip arrays are the only arrays, which are quality controlled at the manufacturer through a process of iterative hybridization that prequalifies all the elements on the array as being 100% functional. For these reasons, there is no other source known to the NCI who can supply the necessary supplies to the Genetics lab. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on July 8, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
