Description
This is an sources sought notice only. This is not a Request for Proposals. The General Services Administration (GSA), Office of Management Services, on behalf of the Office of Acquisition Systems/Integrated Acquisition Environment Division, is issuing this sources sought notice to measure the interest and availability of both large and small companies that are capable of providing a system of contractor identification numbers to identify unique business entities.. A Contractor Identification Number is used by the federal government's contracting and grants communities to report on entities doing business with the federal government as well as entities seeking to do business with the Federal government including corporations, universities, and non-profit organizations. The government is also seeking to expand use of a contractor identification number to include individuals in a similar manner. Interested parties should submit a brief statement describing your company's ability and experience to provide the following data capabilities and services; also include your company's DUNS number and CCR CAGE code. • Describe your company's ability, experience and operational capabilities with establishing, implementing and maintaining use of a contractor identification number as verification, validation, reporting and monitoring system of stored data on domestic and international businesses. In your description, include how your system matches, meets or exceeds the following requirements for a business: o Access to an electronic web-based interface for businesses to register and obtain a unique identifier. o Reporting, at a minimum, on the following data elements for a business or an individual acting as a business:  Company legal business name.  Tradestyle, doing business, or other name by which the entity is commonly recognized.  Company physical street address, city, state and zip code.  Company mailing address, city, state and zip code (if separate from physical).  Company telephone number.  Date the company was started.  Number of employees at each location.  Chief executive officer/key manager.  Line of business (industry).  Company Headquarters name and address (reporting relationship within the entity). o Reporting on a business's relationship to include its corporate structure, affiliates, subsidiaries, headquarters, and branches of corporations around the world to include the level of relationships supported. o Ability to provide ad hoc and special reports on businesses entering into and/or currently doing business with the Federal government. o Timely updates and reporting on all known current and former name and address usages and changes for a business. o Ability to transition out the current contractor identification number for businesses while transitioning in a new unique identifier without loss of data to ensure accuracy and reliability during transitioning. • Describe your company's ability, experience and operational capabilities with establishing, implementing and maintaining use of a contractor identification number as a verification, validation, reporting and monitoring system of stored data on domestic and international individuals. In your description, include how your system matches, meets or exceeds the following requirements for an individual: o Access to an electronic web-based interface for individuals to register and obtain a contractor identification number. o Reporting, at a minimum, on the following data elements for an individual:  Legal name; to include first middle and last.  Other names by which the individual is commonly recognized.  Current street address, city, state and zip code.  Previous address information for the past five (5) years. o Reporting on the affiliates and associates having a relationship with the activities of the individual to include or provide a contractor identification number for each affiliate and associate identified. o Ability to provide ad hoc and special reports on individuals entering into and/or currently doing business with the Federal government. o Timely updates and reporting on all known current and former name and address usages and changes for an individual. o Ability to transition out the current contractor identification number for individuals while transitioning in a new unique identifier without loss of data to ensure accuracy and reliability during transitioning. • Describe the type and kind of data elements to include a brief description and characterization of each element identified that your company currently supports. o Ability to map and/or reconfigure your system's data elements or add additional data elements in-line with the data elements required by Federal government systems. • Describe your company's ability to interface and integrate with various and multiple systems and platforms that includes real time data and responses. Provide examples of the type of services provided, the types of systems and interfaces supported and the clients supported. • Describe your knowledge and understanding of the business lines within the IAE acquisition, grants and loan communities and their use of a contractor identification number to project, recommend and offer additional tools, capabilities and solutions to assist with meeting the government's needs. Upon review of industry response to this sources sought synopsis, the government will determine the acquisition methodology that is in the government's best interest. This synopsis is a market research tool being used to determine the availability and adequacy of potential company sources prior to determining the method of acquisition and ultimate issuance of an award. The government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested companies submit to the contracting officer, a brief summary of capabilities and experience (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The documentation shall address, at a minimum, the following: • Relevant Experience to include experience in performing efforts of similar value, size and scope within the last five (5) years including contract number, indication of whether your company acted as a prime or sub-contractor, contract value, government/agency point of contact and current telephone number and email address, and a brief description of how the contract relates to the technical services described herein. The documentation should also provide the roles/responsibility of your company on these projects. • Company Profile to include number of employees, office location(s), facility location(s), DUNS number and CAGE CODE. Responses are due July 23, 2009 @ 2:00 PM EST. The capability statement shall be sent via email to diane.taylor@gsa.gov.
