Description
PLEASE READ THE ENTIRE ANNOUNCEMENT TO ASCERTAIN WEBSITE ADDRESS TO DOWNLOAD PROJECT DOCUMENTS AND PROJECT DETAILS. Paper copies of the solicitation will not be issued but the solicitation will be available on the National Business Center website (http://ideasec.nbc.gov) without further notice on or about Wednesday, July 8, 2009. The National Park Service, Acadia National Park, Bar Harbor, ME has a requirement for the Rehabilitation of the Park Work Boat - Miss Anne. It is the intention of this contract to obtain repairs and rehabilitation of the National Park Service Vessel "Miss Anne", a 34' V Hull boat, by removing the entire motor and marine gear and replacing with new, converting the exhaust system from dry to wet, repairing and painting of the hull as well as installing new mechanical and electrical equipment. This vessel was built in Blue Hill, Maine and is 24 years old. All work under this contract shall be performed at the contractor's facilities that is within 50 miles or one hour commute from Acadia National Park Headquarters located in Bar Harbor, Maine. The Contractor shall provide all supervision, labor, materials, tools, equipment and all incidental and related work to perform the following listed items: Transport boat from its mooring in Southwest Harbor, Maine to contractor facility. Remove existing engine, marine gear, and exhaust system. Supply and install new heavy duty, fuel efficient, diesel engine, new marine gear, and wet exhaust. Replace instrument panel and gauges. Refit engine box with new sound-proofing and reinstall. Clean fuel tank and replace deteriorated filler neck. Remove keel cooler and patch holes. Strip existing built up bottom paint. Apply two coats barrier and two coats bottom paint. Remove and replace shaft bearings. Replace hydraulic steering hoses and fittings. Remove and replace rudder bearings. Repair worn, thin and damaged hull fiberglass. Sand and awl grip entire boat inside and out. Repair all wood trim, clean, sand, and apply teak oil. Remove and replace forward escape hatch. Remove and replace operable window at operator's station. Remove and install new window wiper motor, arm and blade assembly. Remove and replace three aluminum deck hatches. Supply and install new floor mat in cabin and rear deck. Remove Loran-C electronics, wiring, and antenna. Wire and install new GPS/Chart plotter, device will be supplied by National Park Service. Paint deck and interior. Replace lettering on stern and boat identification labels. Sea trial and test all equipment. Return vessel to mooring in Southwest Harbor, Maine. Work cannot be started until October 10, 2009 and must be completed by April 1, 2010. The vessel may not be returned to its mooring prior to April 1, 2010. This solicitation is subject to P.L. 100-656 and is subject to full and open competition. NAICS code 336611, 1,000 employees. All responsible sources may submit an offer which shall be considered by the agency. This solicitation is a Best Value Request for Quotes and offers shall be evaluated on the responses to the following criteria: 1. Merits of the Offer including Price; 2.
