- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with Cascadia Research Collective. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for conducting photo-identification surveys of Gray Whales from Southeast Alaska and Canada in conjunction with other surveys. Part of this study involves photographing the natural markings on the backs of gray whales to identify individual animals. Photographs collected during the season will be compared with others taken in previous years and at other locations to document return visits in successive years and movements of whales between Northern Washington and other regions along the coast. Work and services to be performed 1) Match identification photographs of gray whales taken in 2009 by NMML, Cascadia Research Collective (CRC), and other researchers that are being contracted to provide photographs to CRC. 2) Provide a summary report on the 2009 photographic identification collections provided. The report should detail numbers of photographs and individual whales by region and month and movements of whales between regions within- and between years. It should also provide closed-population estimates of population size by comparing re-sightings from consecutive years 2008-2009. 3) Provide an electronic data file containing a record for each day a whale was sighted and photographed for identification in 2009. Each record should contain the CRC Id for the whale and the location (region and latitude and longitude if available) and date of the photograph. 4) Provide a single Abest@ left/right side digital image of each whale photographed in 2009 by NMML, CRC, and other researchers that were contracted by NMML and provided photographs to CRC. Each digital image file should be named with the CRC Id with a A09" suffix to represent the year. 5) Conduct opportunistic photo-identification surveys of gray whales from Southeast Alaska to Canada in conjunction with other surveys conducted by CRC. Cascadia Research Collective has been collecting photographs of gray whales since 1979 and they collect gray whale photographs from researchers working along US and Canadian coast. They have catalogs that cover gray whales along the entire west coast and the longest in terms of time frame and geographic coverage. The government intends to negotiate a firm- fixed price contract with period of performance of one year from date of award plus two option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
